About The Position

The City of San Bernardino is seeking an experienced and strategic Traffic Engineer to lead the Traffic Engineering section within the Public Works Department. This key leadership role is responsible for managing staff and overseeing a wide range of programs, including transportation planning, traffic operations, traffic safety, and capital improvement projects.

The Traffic Engineer plays a critical role in ensuring the safe and efficient movement of people and vehicles throughout the city. Responsibilities include reviewing development projects for traffic impacts, directing traffic studies and analyses, managing traffic signal design and operations, and collaborating with regional partners on long-term transportation planning initiatives.

Day In The Life

No two days are the same for the Traffic Engineer. In this role, you might start your morning reviewing traffic studies or development plans to assess impacts on circulation and safety. Later, you could meet with your team to discuss ongoing projects, provide technical guidance, and align priorities.

Midday may include coordinating with developers, attending project meetings, or collaborating with regional partners on transportation initiatives. You might also review signal timing strategies, evaluate congestion concerns, or respond to traffic-related inquiries from City leadership or residents.

In the afternoon, you could shift focus to long-term planning—analyzing data, identifying trends, and developing strategies to improve traffic flow and enhance safety across the city. Throughout the day, you’ll balance technical work, leadership responsibilities, and community engagement, all while contributing to a safer and more efficient transportation network for San Bernardino.

Education And Experience

Bachelor’s degree in civil engineering; and six (6) years of professional civil or traffic engineering experience, at least two (2) of which were in a supervisory or program management capacity; or an equivalent combination of training and experience.

Licenses, Certifications, and Equipment

A valid California driver’s license is required.

Current, valid registration as a Professional Engineer in civil or traffic engineering with the California State Licensing Board.

  • Theories, principles, and practices of transportation planning, traffic engineering, and civil engineering.
  • Traffic modeling and forecasting methods.
  • Computer applications relating to traffic engineering or analysis and traffic operations.
  • Administrative principles and methods.
  • Current trends, laws, regulations, and standards applicable to the section’s responsibilities.
  • Principles and practices of public administration.
  • Research methods and data analysis techniques.
  • Principles and practices of effective business communication.
  • Operation of standard business computer software.
  • Principles and practices of effective management and supervision.
  • City human resources policies, procedures, and labor contract provisions.

Skill In

  • Strategically planning, organizing, designing, implementing, and monitoring transportation and traffic engineering projects.
  • Planning, organizing, assigning, reviewing, and evaluating the work of professional and technical staff.
  • Providing professional assistance on all aspects of traffic engineering.
  • Analyzing technical transportation design and engineering problems, evaluating alternative approaches, and adopting effective solutions.
  • Understanding, interpreting, explaining, and applying City traffic operations and safety rules, regulations, policies, procedures, and applicable local, state, and federal legislation and regulations.
  • Reviewing and interpreting engineering plans, codes, regulations, and other complex technical documents.
  • Reviewing and interpreting CIP engineering plans, land development project plans, and other detailed technical documents.
  • Exercising sound independent judgment within general policy guidelines.
  • Communicating clearly and effectively, both orally and in writing.
  • Preparing clear, concise and comprehensive correspondence, reports, and other written materials.
  • Establishing and maintaining effective relationships.
