Summary
St Charles, IA has an opening for a part time City Clerk. The qualified individual will be the primary liaison between the city and its citizens, manage the day to day activities at city hall, and provide support to the Mayor and council members. Hours are flexible and typically consist of 20 hours per week. The regular schedule also includes a couple evenings until 7pm and one Saturday morning per month. Regular and special council meetings are also required.
Compensation includes salary that is commensurate with experience and IPERS benefits.

POSITION SUMMARY
At will position, appointed by the City Council and reports to the City Council and Mayor. Directly responsible for the administration of municipal affairs. Under administrative direction monitors, directs and evaluates the financial operation of the city according to duties set forth in state law.
ESSENTIAL JOB DUTIES
- Represents the city in direct contact with citizens on a daily basis.
- Performs and/or oversees all financial functions for the City, including preparation of financial reports, reconciling of bank statements, etc.
- Prepares and maintains the city's payroll and responsible for the city's personnel records.
- Completes fiscal and calendar year-end computer procedures.
- Prepares financial reports for the City Council, and Department Heads
- Answers questions and explains city policy.
- Attends educational meetings and conferences as needed to stay current with applicable laws.
- Develops recommendations for and implements approved city budget. Analyzes financial records to forecast future financial position and budget requirements. Prepares budget amendments as needed.
- Evaluates and reviews all departmental expenditures and receipts.
- Determines levy amounts based on spending.
- Transfers funds between accounts following governmental accounting standard procedures as ordered by council.
- Coordinates payment of all city bills.
- Performs administrative functions including taking official minutes of council meetings, preparation of agendas, etc.
- Attends city council meetings and other meetings as required.
- Receives direction from and implements policy of the Mayor and Council.
- Conducts necessary research and provides initial draft of contracts, ordinances and resolutions, in conjunction with legal counsel.
- Maintains all official records (Code of Ordinances, Resolutions, minutes, etc.) and files all records following the Records Retention Manual.
- Prepares legal notices for publishing and/or posting.
- Prepares monthly and annual reports required by state and federal law.
- Assists Mayor and City Council with bids and public contracts.
- Prepares and maintins payroll records, W-2 and 1099 forms.
- Prepares and submits reports and payments for FICA, IPERS.
- Updates City's website and social media.
- Issues licenses and permits
- Works closely with Public Works preforming locates, repairs, and other necessary items as needed.
- Maintains a clean environment in City Hall.
INCIDENTAL JOB DUTIES
- Any other duties as assigned or required by the City Manager or City Council
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
The individual must possess ability to exercise good judgment, maintain good interpersonal relationships and adapt to change. Ability to spell correctly, write or print legibly, speak clearly, use correct grammar. Must have proficient computer skills. Ability to organize work. Must be able to demonstrate the knowledge and skills necessary to interact appropriately and perform clerical services for government business. Knowing Microsoft Word & Excel, Human Resources, Payroll, Fiscal Management, Government Accounting, and Current Municipal Regulations.
ENTRY REQUIREMENTS
Education/Training: High School Diploma or equivalent. A combination of education, training and experience that provides the knowledge, skills and abilities necessary to perform the essential functions of the position.
