Under general supervision, performs professional level work in the field of current planning, advanced planning and analysis. Responsible for assisting senior staff in processing planning and zoning cases from application to final approval. Conducts long-range and special project planning and research. Participates in development review meetings and may be required to attend Planning and Zoning Commission meetings in support role. Performs other duties as assigned.Processes planning and zoning cases by reviewing development proposals. Ensures applicant's submission meets requirements; coordinates development proposals, reviews with other departments; prepares technical comments and compiles zoning history information for each case; ensures additional or revised information is provided by applicant; prepares graphics for each case; prepares memos, reports and details for final packet printing and distribution; prepares and reviews legal ads prior to mailing and newspaper submission. Confers with citizens, architects, engineers, builders, etc. on general zoning and submission regulations and policies; Research history and background of zoning ordinances and various projects for other city departments and the general public.Processes general planning and zoning information requests over the telephone and walk-in traffic. Maintains zoning and site plan files; reviews and recommends revision to the subdivision and zoning ordinances. Reviews and recommends revision to the subdivision and zoning ordinances. Reviews Council/Commission approval notes regarding planning and zoning cases; prepares ordinances, submits to appropriate departments for review and approval; research property ownership and participates in all comprehensive planning activities and other special studies and projects. Responsible for regular attendance and arriving to work on time.
Stays abreast of City, State, and Federal codes, ordinances, and/or policies to ensure projects are in compliance. Responds to citizen and stakeholder inquiries and concerns. Gathers and analyzes data in order to respond to complaints from citizens and make recommendations for solutions based on research findings. Follows safe working practices and has a working knowledge of safety practices and procedures. Performs administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence.
Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.Graduation from an accredited college or university with major coursework in Urban and/or Regional Planning, Geography, Public Administration or related field, with three years of related experience; or a Master's degree with major coursework in Urban Planning or related field, and two years of related experience; or any equivalent combination of related training and experience.
Thorough knowledge of principles, concepts and theories of urban planning. Basic knowledge of both short and long-range planning. Ability to analyze complex data. Knowledge of data collection, methodology, demographics and statistics. Knowledge of GIS systems capable of generating computer graphics from statistical data. Ability to establish and maintain effective working relationships with co-workers, elected officials and the general public. Ability to communicate effectively both orally and in writing. Responsible for regular attendance and arriving to work on time.
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Works primarily in a climate controlled office environment. Physical demands consist of sedentary work and little physical effort working with light, easy to handle (up to 15 lbs.) materials.
Salary : $60,690 - $91,037
