Under direct supervision, ensures compliance with safety codes and standards. This is accomplished by enforcing codes and ordinances, researching new legislation, developing ordinances and programs and supervising the development of department budgets. Other duties include defending code and ordinance interpretations to the zoning board of adjustment, conducting field inspections, conducting commercial and residential plan review, informing citizens and clients of codes and ordinances and interfacing with other City employees and citizens. This position provides direction to other employees and/or contractors. Assists the Director of Community Development in the operation and leadership of the Department.Directs and coordinates all activities of the Building Inspection and Code Enforcement Divisions; establishes goals and objectives for the divisions and monitors progress; implements, reviews and evaluates programs and special projects as assigned. Enforces codes and ordinances by conducting and coordinating building inspections, establishing policies and procedures, interpreting policies and codes and supervising employees and/or contractors. Oversees, monitors, and assigns tasks orders to third party contractors, ensures quality control of same, monitors revenues and expenses as applicable.
Ensures compliance with City, State and Federal laws by researching new state legislation and developing ordinances and programs that will facilitate compliance with new and existing legislation.

Conducts field inspections by observing and inspecting construction projects, comparing existing construction procedures and plans to the approved plans and ensuring all construction is in accordance with codes and ordinances. Reviews, approves, rejects and corrects commercial and residential building plans and specifications in compliance with codes and ordinances; gathers, reviews and prepares information or reports for City Council, advisory boards etc; represents City staff on assigned boards.

Supervises, assigns, evaluates personnel and/or contractors responsible for issuing permits and making inspections, confers with engineers, architects, developers, contractors and homeowners concerning plans, permits, specifications and building code requirements; serves on committees for special projects as assigned; reviews and revises existing ordinances and codes as required; investigates, mediates and resolves conflicts and complaints. 

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.Graduation from an accredited college or university with a master’s degree in public administration, business administration, architecture, engineering, construction management or a related field and six years of progressively responsible experience performing plan review and inspections as a code official, four of which should be related to management and two of which should involve managing a successful customer service environment. Any combination of related education, experience, management experience, certifications and licenses will be accepted.

Thorough knowledge of the principles, practices and methods of accounting and the principles of governmental financial administration including budgeting, reporting and revenues. Knowledge of computerized accounting systems and governmental accounting. Ability to utilize a variety of data sources to include general ledger systems, CAFRs, monthly financial reports, City policies, and other sources as needed. Ability to analyze and interpret data and information while recognizing interactive effects and relationships. Ability to reconcile accounts and develop approaches to problem resolution. Intermediate Microsoft Excel skills including the ability to create, calculate, format and maintain data in Excel for reporting/remittance. Intermediate knowledge of other MS Office products, such as Word and PowerPoint, and various governmental financial reporting systems.

Ability to work under time pressures and problem solve. High level of integrity and dependability with a strong sense of urgency and results-orientation. Demonstrate a collaborative and flexible style yet adhere to policy. Ability to work both independently and as a team and prioritize work. Ability to identify and implement process improvements and participate in times of change. Ability to research information, communicate clearly, thoroughly and accurately, both verbal and in writing. Ability to work and communicate effectively with other City employees, management and the public.Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.  

Must possess the following International Code Council (ICC) certifications: Certified Builder Inspector, Electrical Inspector, Plumbing Inspector and Building Official. Certification as a Master Code Professional through ICC or the ability to obtain within 18 months of employment.

Must be able to attend Council meetings, Zoning Board of Adjustments, Building Code, Board of Appeals and other required evening meetings. Mobility within an office and field environment.

Exposed to weather conditions when performing inspections. Job requires light carrying, (less than 25 lbs.) climbing, driving, stooping, kneeling, and reaching while making inspections. May be subject to various hazards ranging from fumes, scaffolding and electrical hazards while on construction sites.

Salary : $100,293 - $150,439
