Summary

The License Center Representative is responsible for processing motor vehicle licensing and registration, driver’s licensing, and DNR-regulated licenses in a professional and respectful manner that represents both the City of Roseville and the State of Minnesota. This role serves as a trusted resource; providing accurate information, exceptional customer service, and efficient transaction processing while ensuring compliance with state regulations and city policies.

As a front-line ambassador for the City of Roseville, the License Center Representative helps create a welcoming and positive experience for every customer by demonstrating the City's core values of Accountability, Equity, Community, Safety, Integrity, and Collaboration.

This position will work a flexible schedule of thirty (30) to thirty-six (36) hours per week, Monday through Friday between the hours of 7:30 a.m. and 5:30 p.m. Schedules are primarily determined by business needs.

Essential Duties Responsibilities

  • Review, process and enter various driver’s license applications into the State of Minnesota computer system, register new state vehicles, title transfers, and renew vehicle registrations.
  • Review, process and enter all DNR vehicle and licensing transactions.
  • Process fish and game licenses.
  • Evaluate and resolve routine problems or complaints regarding customer transactions either in-person, by email or over the phone.
  • Perform and verify basic accounting functions by balances money to completed work transactions.
  • Assists other departments and employees as necessary.
  • Continually show respect for diverse perspectives, backgrounds, and interests. Exhibit sensitivity to the needs of diverse audiences in all duties performed on behalf of the City to support Roseville in building and sustaining an inclusive and equitable working environment and community.

Required Skills/Experience/Education

  • High School Diploma or GED.
  • One (1) year of customer service experience in a fast paced, high stress environment.
  • Verification of US Citizenship if accepting, handling, or working with enhanced driver’s license (EDL) and enhanced identification card (EID) applications as required by the Department of Homeland Security.
  • Verification of USCIS employment eligibility and current legal presence as required by the Department of Homeland Security.
  • State certification as a License Title Clerk or ability to obtain within one year of hire date and maintain certification during employment.
  • Ability to obtain and maintain federal and state certifications or licenses required to perform the essential functions of the job.
  • Experience with computers and email communication.
  • Experience typing data with attention to detail and accuracy.
  • Experience using a calculator, handling cash and working on a cash register.
  • Experience multi-tasking in an environment with frequently and quickly shifting priorities.

This position requires the employee to work with others, around others and have direct contact with the public. This position will work inside an office with constant noise, light physical effort, and high level of detail, constant adjusting of priorities, and a high level of patience.
