SUMMARY:

Under the general direction of the Mayor, directs and participates in the real and personal property assessment activities within the City of Romulus to ensure that all property is fairly and equitably assessed among all taxpayers as required by law. Additionally, supervises the preparation of all related records, property descriptions and maps.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Determine the value of all real and personal property, in conformity with State laws.

2. Develop and implement methods for the conversion of collected data into uniform property valuation to which standard assessment factors are applied.

3. Direct and participate in the assessment of all real and personal properties (Ad Valorem, PA 189 of 1953 , IFT, CFT, County/State Land Bank, Senior Housing 211.7d, and PA 494)

4. Plan, direct and participate in the gathering of data for sales ratio studies to determine economic condition factors and land value studies. Convert data to specific areas or specific property adjustments.

5. Preparation of annual assessment roll and all required reports for submission to County and State.

6. Assist annual Boards of Review. Preparation of meeting minutes for distribution.

7. Defend assessments appealed to the Michigan Tax Tribunal by:

a. meeting with owner or agent in counsel conference

b. preparation of valuation disclosures

c. defending the assessment at a hearing before the Entire Tribunal or Small Claims Court.

8. Direct and participate in all the record keeping activities of the department. Train and monitor the quality and quantity of work performance and, as necessary, discipline staff. Assist staff in resolving the more difficult or unusual assessment problems as needed.

9. Maintain a working knowledge of current and pending legislation pertaining to taxation.

10. Frequently deal in person with taxpayers, builders, bankers, realtors, and others regarding property/assessment questions. Answer inquiries and promote positive public relations for the department.

11. Act as liaison, coordinating the department's function with the Wayne County Assessment and Equalization Division regarding equalization.

12. Coordinate the department's function with all other City departments and department heads along with various County and State officials regarding assessment procedures and tax related matters, discussing subjects of mutual concern to eliminate duplication of efforts.

13. Conduct an annual review of property to update assessments to ensure appropriate assessment.

14. Maintain street lighting special assessment roll.

15. Prepare annual budget and oversee improvements and maintenance in the Merriman, Smith, Wick, Wickham, Vining Special Assessment District.

16. Receive and process Land Division Applications, Combination Requests, etc.

17. Assign new addresses.

18. Preparation of summer and winter tax rolls for Treasurer’s Office.

19. Chairperson of the Acquisition and Disposition of City-Owned Property Committee.

20. Prepare annual departmental budget.

21. Attend Council meetings as required.

22. Compile annual capture reports (summer, winter and final) for the TIFA, DDA, LDFA, and BRA. Assist the City Treasurer with the proper disbursements of those captured monies.

23. Attend all regular and special meetings of the Authorities, as requested.

24. Prepare all reporting related to QHERPP filings and reimbursements.

25. Review and comment on various requests from the Planning Department (i.e. site plan review, special land use, re-zoning)

26. Perform a variety of other duties as workloads, temporary absences or emergencies dictate.

27. Perform other related duties as directed by the Mayor or designee.

SUPERVISORY RESPONSIBILITIES:

Directly supervises two (2) employees in the Assessor’s Office.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

Education: Special or technical training equivalent to college course work in business, real estate, property appraisal, or related field.

Experience: A minimum of three years of progressively more responsible real estate, property appraisal abstract or title insurance experience or equivalent.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS:

Certification Michigan Master Assessing Officer Level 4

Valid Operator’s License – Must be appropriately licensed to operate City-owned vehicle consistent with work assignment.

OTHER SKILLS and ABILITIES:

Strong computer skills necessary. The City of Romulus utilizes several BSA modules including assessing and tax.
