The Code Compliance Officer, working under the direction of the Director of Community Development/Public Works, performs responsible technical and public contact work ensuring compliance with codes, rules and regulations related to the compliance and enforcement of municipal codes, permits, and licenses; investigates citizen complaints and follows through by issuing citations and/or proceeding with legal prosecution through the court system and contracted attorney; and performs non-sworn traffic control in the field as assigned;  performs related work as required.
  • Reviews and investigates reports of possible violations of municipal codes, permits, and licenses;
  • Contacts violators and solicits voluntary compliance;
  • Issues administrative citations to violators initiating permit and license revocation proceedings as necessary;
  • Keeps a variety of records, maintains logs and references and is familiar with City codes, ordinances and standards;
 
  • Determines which non-compliant conditions pose a threat to the public safety and follows appropriate action to protect safety of the public through such measures as requiring the immediate closure, barricading, and removal of persons from a hazardous condition. Issues immediate directives to cease and desist certain operations or practices as needed;
  • Conducts necessary research and establishes complaint files, preparing appropriate documentation and maintenance of records on case status, disposition and related activity and prepares reports as needed;
  • Conducts follow-up procedures including preparation of correspondence, site visits, communications with complainants, attorneys and property owners; gathers and summarizes case materials and prepares cases for legal action; appears in Court to present testimony if needed;
  • Uses manual and computerized systems to enter, retrieve, update and maintain code compliance data for record keeping purposes and for use in evaluating projected trends.  Participates in on-going training and professional certification programs in the area of code compliance;
  • Assists the Community Development and Public Works staff in performing routine duties that may include photocopying, assisting at the public counter, answering phones, and other additional tasks as needed;
  • Business License enforcement and parking enforcement as needed;
  • Oversees and enforces conditions of approval for Special Event  applications, Conditional Use Permits and related applications, including Film Permits;
  • Prepares staff reports and resolutions and may present applications at Planning Commission or City Council meetings;
  • Monitors, directs and controls pedestrian and vehicular traffic at school sites during peak hours;
  • Monitors, directs and controls pedestrian and vehicular traffic during emergency situations, special events or other congested traffic situations;
  • Assists children at school crossings in the absence of Crossing Guards;
  • Performs related work as required.
Education and Experience:
Any equivalent combination of training, education and experience, which provides the individual with the required knowledge, skills and abilities to perform the job. To include:
  • Equivalent to completion of high school;
  • At least 1-2 years working in municipal government; experience in municipal code compliance or enforcement desired;
  • Some college-level coursework in criminal justice, public or business administration or other related field is preferred
Job-related Certifications/Licenses:
  • Must possess a valid California Driver's License with a safe driving records; Automobile insurance coverage for personal vehicle.
  • Completion of education courses in Traffic Control must be completed within first three (3) months from date of appointment;
  • CPR/First-Aid Certification preferred, must be obtained within one-year from date of appointment;
  • P.O.S.T. Certification Course – Penal Code 832 (must be obtained after the completion of six months from date of appointment;
  • Possession of, or ability to obtain within one year of appointment, certification as a Code Enforcement Officer issued by the CACEO.

Knowledge of:

  • City procedures and application of City zoning, policies, codes, laws, rules and regulations; 
  • Investigation techniques, including related laws;
  • Ability to meet the public and handle public contact with skill and tact;
  • Ability to use independent judgment and exercise sound decision making;
  • Basic photography techniques;
  • Verbal and written communication skills;
  • Ability to establish cooperative relationships with staff, the public, elected and appointed officials, contract service providers, other government and non-governmental agencies and business community;
  • Traffic control, directing and monitoring techniques;
  • Concepts, laws, ordinances and regulations;
  • Basic investigation and research techniques;
  • Purposes and practices of ordinance enforcement;
  • City geography, streets, building locations;
  • First Aid techniques.
  • Ability to type with accurate spelling and grammar; 
  • Operate standard office equipment;
  • Business letter writing and the standard format for reports and correspondence;
  • Applicable codes, regulations, policies, and technical processes and procedures related to the department to which assigned;
  • Business arithmetic and basic statistical techniques;
  • Basic principles of record keeping and filing procedures; and, Techniques for dealing effectively with a high-level of customer service with the public, vendors, contractors, and City staff, in person and over the telephone.

Ability to:

  • Interpret, apply and explain laws, ordinances, rules, regulations and/or policies and procedures;
  • Drive safely;
  • Learn City streets and locations;
  • Maintain accurate records of activities;
  • Work outdoors regardless of weather conditions;
  • Wear assigned uniform;
  • Work weekends and holidays as needed.
  • Communicate clearly and concisely, orally and in writing; understand and follow oral and written instructions;
  • Use proper English, spelling, grammar and punctuation;
  • Perform basic arithmetic computations with accuracy;
  • Maintain professionalism, courtesy and composure at all times, including stressful situations, and handle disputes and complaints in a calm manner
  • Evaluate situations, identify problems, and exercise sound judgment within established guidelines;
  • Establish and maintain a positive and effective working relationship with staff, City officials, civic groups, members of the community and other agencies;
  • Work effectively in a team environment; and,
  • Serve as emergency services worker in the event of an emergency
Must clear LiveScan fingerprint (background) check.
Must pass Pre-placement physical exam.
Must clear E-Verify process.
PHYSICAL REQUIREMENTS
Moderate; Requires the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to stoop, crouch, climb and lift in performance of assigned duties; Requires the ability to walk long distances, including uneven terrain; Performs work involving lifting, pushing and/or pulling of objects which may weigh up to 50 pounds; May require some driving to different locations; Intermittently twist, bend, squat and kneel; Walk and stand; Hear and talk with the public; Respond to emergency situations related to City-service; Ability to be present at work during normal scheduled hours; Required to work outdoors, regardless of weather conditions; Required to wear City-directed uniform; May be required to work evenings and/or weekends; Ability to handle stressful situations.
