JOB SUMMARY: This position supervises the operations and maintenance of the City cemetery.
  • Schedules funerals and coordinates the opening and closing of graves.
  • Trains and supervises personnel to ensure adherence to established procedures, including proper documentation, proper placement of graves, and maintenance of grave sites before and after burials.
  • Schedules and supervises the disinterment of burials.
  • Collects revenues and supervises the revenue transactions of others; provides for the safe handling of funds until deposit; maintains accurate record system.
  • Implements seasonal maintenance plan for cemetery grounds and equipment.
  • Trains, assigns, directs, schedules, supervises, evaluates, and disciplines personnel.
  • Supervises contractors in the preparation of gravesites according to City specifications.
  • Issues monument permits and ensures the proper installation of monuments and markers; documents violations and explains steps necessary for corrections.
  • Prepares correspondence to both internal and external customers; creates brochures for printing and distribution to funeral homes, monument companies, and the general public; creates new forms as needed.
  • Responds to customer complaints and questions.
  • Revises cemetery maps to ensure accuracy and completeness; performs field evaluations.
  • Prepares daily and bi-weekly schedules; monitors employee leave requests.
  • Prepares and administers division budget.
  • Performs other related duties as assigned.

 Education and Experience:
  • High school diploma or equivalent.
  • Or an equivalent combination of education and experience.   
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.                       

  • Knowledge of cemetery policies and procedures.
  • Knowledge of City budgetary policies.
  • Knowledge of relevant federal, state, and local laws and ordinances.
  • Knowledge of supervisory practices and procedures.
  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.
  • Skill in the supervision of personnel.
  • Skill in analyzing problems and identifying solutions.
  • Skill in preparing clear and accurate reports.
  • Skill in establishing cooperative and productive working relationships.
  • Skill in evaluating and establishing written policies and procedures.
  • Skill in setting priorities for competing projects.
  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Parks Division Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
Guidelines: include the City Personnel and Administrative Policy Manuals; North Carolina General Statutes; municipal records retention and disposition schedules issued by the Division of Archives and History; and the City Cemetery Code. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied administrative and supervisory duties. Frequent interruptions contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to supervise the operations and maintenance of City cemeteries. Success in this position results in well-maintained and efficiently operated cemeteries.

PERSONAL CONTACTS: Contacts are typically with other City staff, vendors, funeral directors and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, or stooping. The employee frequently lifts light and occasionally heavy objects.

WORK ENVIRONMENT: The work is typically performed in an office or outdoors. The employee may be exposed to dust, dirt, grease, machinery with moving parts, irritating chemicals, and occasional cold or inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Crew Supervisor (1), Light Equipment Operator (2), and Maintenance Worker I (3), Administrative Assistant (1). 

Salary : $26 - $39
