Grade: 23 FLSA: Non-Exempt Group: AFSCME 1058
Hourly Wage: $23.42
DEFINITION: Under general supervision, performs work of moderate difficulty operating a variety of light and heavy equipment requiring skilled labor.
EXAMPLES OF DUTIES:
1. Safely operates construction and maintenance equipment such as: Backhoes, Front-end Loaders, Cement Mixers, Tandem Axle and Dump trucks, Skid Loaders, Cranes, and other equipment as required.
2. Assists in planning and calculating water main shutdowns.
3. Assists in opening and closing valves for flushing and valve program.
4. Assists in repairing water mains, hydrants, service and valves.
5. Responsible for safety in trenches and locating underground utility infrastructures.
6. Reads City plats and locates underground public works.
7. Safely operates assigned City vehicles.
8. Assists in concrete work including mixing concrete and assisting with concrete finishing.
9. Responsible for job daily assignments including completing all required work orders, acting as lead for small crews when required, performing general labor, and insuring that assigned job site has been cleaned and left without safety hazards.
10. Participates in snow removal operations of City streets, crosswalks, and parking lots including spreading salt and sand as required.
11. Responsible for the daily maintenance of assigned City vehicle, including checking and maintaining fluid levels, checking vehicle safety features, and washing and cleaning interiors and exteriors.
12. Maintains tools and equipment in good working order.
13. Observes basic safety practices.
14. Performs related work as required.
KNOWLEDGE AND SKILLS:
Knowledge of large equipment operation, and of State of Illinois driving laws and skill in driving a vehicle in heavy traffic and various weather conditions. Must have the ability to interpret instructions and to perform moderate to heavy physical labor.
TRAINING AND EXPERIENCE:
High School Diploma or GED. Three (3) years of experience in general laboring or construction work, including one (1) year of experience in operating backhoes for excavation in underground construction; or, any equivalent combination of training and experience.
WORKING CONDITIONS & PHYSICAL DEMANDS:
Work involves frequent walking, standing, and driving; as well as lifting and carrying of heavy objects (over 50 pounds). The majority of the work is conducted outside and may involve regular exposure to adverse conditions and exposure to the rough and uneven terrain.
NECESSARY SPECIAL REQUIREMENTS:
Possession of a valid Class B Illinois Commercial Driver’s License at time of hire.
Effective March 3, 2004: All new hires shall be required to obtain a Class A license as required by position.
Ability to work well with the general public.
Residency Requirement:
Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018, shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.
Effective June 1, 2018, all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.
Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984, shall be subject to their conditions of employment in effect at that time.
