General Description
This is a position within the Mayor’s Office of the City of Rochester under the direct supervision of the Chief Data Officer. Data Management Leaders will report to the Chief Data Officer to assess data skills required for individuals and teams and create or source trainings, mentorship opportunities, and other professional development resources to help City staff improve their ability to use data and evidence to increase their job performance and drive better outcomes for residents. Data Management Leaders will advise departments and business units in structuring their teams to maximize data usage and grow capacity and capabilities. Does related work as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. Typical Work Activities
- Partners with city extended analytics team on data collection and stewardship skills, including data standards, data source selection, data collection and maintenance standards, addressing data quality issues, survey design, qualitative data analysis methods, and program evaluation;
- Researches, evaluates, and recommends external training programs, courses, materials, and instructors to meet training and development needs;
- Serves as a liaison to local universities and community groups to identify and coordinate opportunities for cross-organizational collaboration on data-driven projects;
- Develop a data-driven culture with departments and business units by maximizing their data usage and growing their analytical capabilities;
- Collaborates with managers and technical subject matter experts to develop learning objectives for individuals or teams to increase their knowledge, skills, and abilities in specific data and analytical domains relevant to their work;
- Designs, builds, and maintains analytics products using agile methods, ensuring data solutions utilize the most appropriate tools and methods;
- Manages large-scale projects related to data analytics;
- Educates city staff with the knowledge, skills, and abilities to effectively utilize up-to-date data analytics and reporting tools through 1:1s, workshops, and other trainings;
- Serves as a subject matter expert to the extended analytics team on data science, analytics methods, data management, and data governance;
- Chairs the citywide Data Governance Committee and Data Analysts Community, and develops and enforces data governance policies and procedures.
Minimum Qualifications
A high school diploma or Equivalent PLUS:
1. A Master’s Degree in Computer Science/Engineering, Data Science, Analytics, or related field PLUS five (5) years of full-time experience (or its part-time equivalent) in an applied analytical role;
OR
2. A Bachelor’s Degree in Computer Science/Engineering, Data Science, Analytics, or related field PLUS seven (7) years of full-time experience (or its part-time equivalent) in an applied analytical role;
OR
3. Eleven (11) years of full-time experience (or its part-time equivalent) in an applied analytical role.
