RPU, a division of the City of Rochester, MN, is the largest municipal utility in the State of Minnesota.

RPU serves over 5 7 ,000 electric customers and 42,000 water customers in a 60 square mile service area and has revenues nearing $161 million annually.

Nature of Work

Under general supervision of the Director of IT, the IT Enterprise Applications Supervisor performs high-level functions of system administration to ensure the reliability, health, and security of City of Rochester enterprise business software applications. This position plays a critical role in providing leadership and visioning for the IT enterprise applications section of the IT team. Responsibilities include but are not limited to managing operations and direction of IT Analyst work, leading the design, development, deployment, and maintenance of enterprise business software applications, providing excellent team leadership, and other duties as assigned or necessary.

Pay: 2026 starting salary is $107,123 to $126,027, depending on qualifications with advancement to $157,533.

Schedule: The typical work schedule 8 AM - 5 PM Monday through Friday with evening and weekend work based on the timing of after hours and emergency work. Remote work is available on a hybrid basis.

Duties And Responsibilities

  • Manage operations and direction of IT Analyst work
  • Supervise IT Analysts by delegating tasks and work assignments.
  • Plan and oversee daily tasks and activities including monitoring and balancing workloads
  • Recommend and coordinate tasks and staff assignments to projects
  • Assess need for and provide or coordinate training needed to accomplish tasks and projects
  • Complete higher-level, complex projects and support completion of delegated projects
  • Lead the design, development, deployment, and maintenance of enterprise business software applications
  • Work closely in collaboration with project stake holders to gather customer requirements and assist with technical recommendations to meet those requirements
  • Recommend and coordinate improvements in enterprise business software applications
  • Primary resource for high-level server tasks impacting enterprise applications.
  • Assist in positioning the City of Rochester to effectively utilize state of the art technology
  • Provide recommendations for the implementation of new technology
  • Stay abreast of current and upcoming trends in the IT industry

  • Create expectations and outcomes for employees to work collaboratively with other City department staff, public agencies, customers, and the community
  • Oversee the recruitment, hiring, and orientation processes for new employees and ensure strategies are implemented to obtain and maintain a diverse workforce
  • Partner with the Human Resources professionals to resolve employment/labor relations issues and participate in collective bargaining agreement negotiations when requested
  • Demonstrate courage in providing direct and current feedback to others and addressing difficult people or situations when they occur
  • Eliminate negative or unproductive behaviors that are detrimental to the team or other teammates.

Perform Other Duties As Assigned Or Necessary.

Minimum Qualifications

Education and Experience

A Bachelor's degree in computer science, information systems, business administration or closely related field from an accredited four-year college or university AND five (5) years of full-time employment experience in system administration, with at least one (1) year of supervisory/management/leadership experience directing professional or support staff. Seven (7) or more years of experience in positions of progressive responsibility may be substituted for one (1) year of supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.

Licenses and/or Certifications

Valid Minnesota driver's license or valid driving privileges within the State of Minnesota.

Desirable Qualifications

Experience with Accela Automation, MS Visual Studio 2008 or higher, ASP.NET, C#, CSS, HTML, Ja-va Script, MS SQL programming, MS SQL Reporting Services, IIS Website Configuration, Web Services. Design, development, deployment, and maintenance of enterprise business software applications.

Experience collaborating with customers, vendors, and technology staff in enterprise business software applications and projects.

Experience in leading work effort in complex enterprise business software applications tasks and projects. Assigning, delegating, monitoring and controlling tasks related to enterprise business software applications and projects

PHYSICAL AND ENVIRONMENTAL CRITERIA

In consideration of the overall amount of physical effort required to perform the office work requirements of this position, the work is best described as Sedentary Work : Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

In consideration of the overall amount of physical effort required to perform the field work requirements of this position, the work is best described as Light Work : Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Physical demands that may be required continuously (2/3 or more of the time), frequently (1/3 to 2/3 of the time), and occasionally (up to 1/3 of the time) are noted below:

Frequent demands: standing, sitting, walking, and continuous/repetitive movements of the arms, hands, and fingers.

Occasional demands: lifting, carrying, pushing, pulling, reaching, handling, crouching, bending, twisting, climbing, and balancing.

Sensory requirements necessary in the performance of the essential functions of this position include: sight, hearing, and touch.

Environmental conditions that may exist in the performance of the essential functions of this position include: not substantially exposed to environmental conditions during the performance of office work.
