This is a non-exempt position.SUMMARYPerforms technical and administrative work in support of sworn Police Officers involving computerized data systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Performs general customer service functions; answers telephones; greets/assists customers and visitors; communicates with the general public, attorneys, court personnel, and City officials; provide assistance, requested documents and information regarding department services and procedures, refer callers to other staff members as appropriate; and takes messages.
Receives criminal complaints by phone or in-person and writes detailed police reports for permanent records pursuant to the Uniform Crime Reporting Manual and National Incident-Based Reporting System.
Operates the Virginia Criminal Information Network (VCIN) and National Criminal Information Network (NCIC) to include entering, clearing, modifying, or canceling records. Sends and receives VCIN administrative messages. Queries criminal history records. Queries DMV transcripts.
Enters, modifies, and verifies all incoming criminal warrants, capias, protective orders, etc. from City Courts, Magistrate, Virginia Probation and Parole, and surrounding jurisdiction into the Records Management System.
Logs and stores property into the property room using an Evidence Management system; escorts officers to property room and ensures drugs, money, and other miscellaneous property is properly inventoried and submitted to the correct location.
Researches call histories using Computer Aided Dispatch to provide information to departmental personnel.
Processes Freedom of Information Requests in accordance with establish policies and procedures.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); related experience and/or training working in a clerical environment; or equivalent combination of education and experience.LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to prepare reports and correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
REASONING ABILITY

Non-Sworn Hiring Process
1. All applicants for non-sworn positions at the Roanoke Police Department must submit their application to
Human Resources via the City of Roanoke website NeoGov. Applicants must create a user name and password. Then set up a profile that includes a valid phone number, Driver's License, email address, education, skills and previous work history. Applicants will then apply for the position or positions.
2. Upon closing of the application period, the Roanoke Police Department's designated Hiring Manager will conduct a Subject Matter Review (SME) o on all applications received as part of the application process. Once the applications are reviewed by the Roanoke Police Department, The Human Resource Department will place the applicant(s) who received a passing score during the SME review process on the eligible list. At this point, the applicant is authorized to receive an interview.
3. Select applicants will be contacted via email or phone call to schedule their participation in a panel interview. The interview panel will review the application and other materials attached to the application. The interview panel will ask all applicants the same pre- approved questions. The interview panel will make hiring recommendations based upon quantitative and qualitative measures of qualifications, knowledge, skills, and abilities.
4. Additional interviews and selection criteria may be utilized at the discretion of the Chief of Police to select the top applicant.
5. The hiring of recommended applicant(s) will be approved by the Chief of Police. Recommended applicants will be contacted and advised of their status. Recommended applicant(s) will be required to undergo an extensive background investigation conducted by the Roanoke Police Department. Recommended applicant(s) may be required to successfully complete additional testing criteria as required by their position.
6. If the applicant is offered employment, the Chief of Police will extend a conditional letter of employment with a proposed start date, contingent upon the results of additional testing and screenings.
7. The selection process from the date of application period closure will be approximately 12 weeks.
