The City of Roanoke's Transportation Division is seeking a Manager of Transportation to direct, plan and coordinate the operation of the Transportation Division engaged in long range transportation programs, construction and maintenance of streets, paving, sidewalks, landscape maintenance, permitting for events and activities in the right of way, street signs, pavement marking, street lights, traffic signals and snow removal. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within assigned division. Establishes objectives, plans and evaluates operations and the overall effectiveness of the division's services. Bachelor's degree from four-year college or university with major in civil engineering or related field; five to ten years' experience in construction and maintenance of streets or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience. Possession of a Professional Engineer's license issued by the State of Virginia or ability to obtain within six (6) months of employment. Must be a City resident or secure residence within the City limits within 12 months of employment.

SUMMARY 

Directs, plans and coordinates the operation of the Transportation Division engaged in long range transportation programs, construction and maintenance of streets, paving, sidewalks, landscape maintenance, permitting for events and activities in the right of way, street signs, pavement marking, street lights, traffic signals and snow removal. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within assigned division.
 


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Plans, coordinates, and directs all facets of streets maintenance & traffic engineering for the City

Oversees projects in process and evaluates completed projects for compliance with laws, regulations, and ordinances

Establishes objectives, plans and evaluates operations and the overall effectiveness of the divisions services

Implements divisional operational and personnel policies and recommends new or revised policies to the Director of Public Works

Prepares divisions budget, and monitors and/or approves expenditures

Implements snow and ice removal programs

Oversees the ordering and inventory of materials and supplies for the division 

Coordinates interdepartmental activities

Receives and responds to citizen's inquires and complaints 

Monitors the work of staff for conformance with city and division policies and practices and provides assistance when problems arise

Attends meetings and provides technical assistance covering street maintenance & traffic engineering programs

Prepares long-range plans for the division that include financial analysis and project review

Represents the City for street inspections, commissions related to transportation and associated transportation activities

Develops the City's annual street paving program

Coordinates street lighting program

Oversees permitting process for assemblies, parades, banners, outdoor dining, dumpsters, and other activities in the right of way

Administers the City's Right of Way Excavation and Restoration program

Coordinates the division's emergency services and responses and environmental management program

Oversees the division's training and safety programs

Analyzes transportation and traffic information to evaluate level of service provided to citizens

Designs and manages the implementation of street/intersection traffic flow improvement projects

Recommends City position relative to large amounts of State highway funding to the City for approval and presentation at public hearings

Develops information on street maintenance and traffic engineering issues for release to media for the public

SUPERVISORY RESPONSIBILITIES 
Supervises approximately 70 employees in the Transportation Division. Is responsible for the overall direction, coordination, and evaluation of division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
Bachelor's degree from four-year college or university with major in civil engineering or related field; five to ten years of experience in construction and maintenance of streets or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience.

SPECIAL REQUIREMENTS
Must be a City resident or secure residence within the City limits within 12 months of employment. LANGUAGE SKILLS 
Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to inquiries or complaints from citizens, regulatory agencies, or members of the business community orally and in writing. Ability to effectively present information to management, public groups, and/or boards of directors. Ability to negotiate and resolve conflicts.

REASONING ABILITY 
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables. 

CERTIFICATES, LICENSES, REGISTRATIONS 
Possession of a Professional Engineer's license issued by the State of Virginia or ability to obtain within six (6) months of employment.
