COMPENSATION: $27.12 - 33.23/hour, DOQ.

(full range: $27.12 - 39.33/hr)

FUTURE POSSIBLE COMPENSATION: Historically, the City of Roanoke has granted a 4% base pay increase to employees that successfully complete their probationary process. For example: an employee earning $27.12/hr would move to a rate of $28.20/hr if they successfully complete their 6-month probationary period.

SCHEDULE: 7:00am - 3:30pm, Mon. - Fri. Must be flexible to work rotating on call, and respond to after hours emergencies.

Position Summary

Under general supervision of the Public Works Foreman, the incumbent is responsible for the supervision of Public Works maintenance employees. The Crew Leader supervises employees in the construction, maintenance, and repair of City streets, drainage systems, water and wastewater lines, and utility meter work, and other projects; and performs manual labor. They are responsible to ensure that all equipment and materials are available for successful completion of assigned projects, and maintaining safe working conditions for all employees and the public.

Essential Duties & Responsibilities

  • Supervise, train, coach, counsel, and manage the performance of assigned staff members.
  • Supervise and provide instruction/direction for maintenance employees on their respective job assignments in the maintenance, repair, or improvement of municipal water distribution; wastewater collection systems; streets; and drainage systems.
  • Perform all duties of the Public Works Maintenance Technician as outlined in that job description. Perform manual labor.
  • Assist in the efficient management of personnel, equipment, and materials. Determine material and equipment needed for project, such as type/size of pipe, fittings, and unions; trenching and backfill equipment required; etc. Request, order, and obtain necessary resources for assigned projects.
  • Ensure the efficient and safe operation, care, and appearance of all assigned equipment and vehicles. Operate various equipment as needed, including but not limited to: backhoes, trucks, trenchers, jetter trucks, camera truck and equipment, tractors, front end-loaders, boring machines, hand tools, and other various equipment.
  • Conduct ongoing field inspections of projects to evaluate progress and satisfactory completion, assure conformance to specifications, and compliance to safety requirements.
  • Ensure employee and public safety by adopting and enforcing safe work habits, including the use of personal protective equipment (PPE). Ensure that safety equipment is installed correctly, inspected before every use, and is used appropriately.
  • Inspect all equipment before use and report problems to Foreman or designated contact. Perform equipment repairs and preventative maintenance on all assigned equipment.
  • Prepare work orders and complete paperwork upon completion of job assignments and maintenance of equipment. Enter completed data into system and close requests in a timely manner.
  • Provide and mark locations for water and wastewater lines for other departments, customers, and the public.
  • Direct the operation of the Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
  • Prepare and maintain accurate records, including required daily, weekly, and monthly reports, and necessary recordkeeping for projects, parts documentation, project hours, and equipment used.
  • Assist assigned staff with personnel issues, including but not limited to: training; ordering/issue uniforms; responding to time off requests; approving time cards; etc.
  • Monitor daily, monthly, and quarterly inventory requirements, and order supplies as required.
  • Provide input to Director and/or Foreman on employee performance.
  • Adhere to stand-by schedule as assigned for emergency repairs at night and on weekends.
  • Adhere to and enforce all personnel, safety, and departmental & City policies and procedures.
  • Regular, reliable, and punctual attendance is required.

Minimum Qualifications

  • High School Diploma or GED required.
  • Three (3) years’ experience in water distribution and/or wastewater collection required.
  • One (1) year experience in a leadership role supervising, communicating work assignments to, training, and overseeing the performance of other employees required.
  • One of the Texas Commission on Environmental Quality (TCEQ) licenses listed below is required:
    • Type II Wastewater
    • Class C Water Distribution
  • Must have valid Texas Driver’s license prior to employment and safe driving record. Must be able to obtain a class B CDL Driver’s License within six (6) months of start date.
  • Must pass a pre-employment screening, background check, employment eligibility verification, and be able to be licensed by and maintain licensing through TCEQ.
