What are the responsibilities and job description for the Finance Director position at City of Rio Dell?
The City of Rio Dell is seeking an experienced, hands-on finance professional to direct and administer all activities of the Finance Department — including accounting, budgeting, grant management, payroll, utility billing, investments, and financial reporting. Working under the general direction of the City Manager, the Finance Director serves as a key member of the City's management team and as the leader of Department’s staff of four FTE’s.
WHAT YOU'LL DO
Administer and monitor grants, including fiscal reporting and compliance, capital project finance, disbursement and reimbursement filings etc.
Direct all Finance Department operations, including AP/AR, budgeting, payroll, and utility billing
Partner with the City Manager to build and manage the City's annual operating budget
Oversee the City's investment program and treasury functions
Coordinate the annual audit and author the financial analysis section
Calculate and lead development of utility rate adjustments
Supervise, train, and evaluate Finance Department staff
WHAT WE'RE LOOKING FOR
Bachelor's degree in Accounting, Finance, Business Administration, or related field
7 years of responsible public financial administration experience, including supervisory experience
Strong knowledge of governmental accounting, GAAP, and municipal budgeting
Working knowledge of treasury and debt management principles
Clear communicator, comfortable presenting to Council and the public
Thrives in an independent environment
Valid California Class C Driver's License

· Wage: $96,538 – $117,343
· Retirement: Rio Dell has a 457(b) retirement system, not CalPERS. Up to 20% total (12% city contributed base plus a 4% match on the employee's voluntary 4% contribution)
· Life Insurance: $75,000
· Holidays: 12 Paid Holidays birthday and floater
· Paid Vacation & Sick Leave Accrual
· 80 hours of annual Administrative Leave

Pay: $96,538.00 - $117,343.00 per year
