The Payroll and Operations Associate provides crucial administrative and analytical support, with a primary focus on unit-level timekeeping management and operations support within the Department of Finance. This role requires substantive knowledge of applicable policies and procedures to ensure accuracy, compliance, and efficient workflow. The incumbent will serve as a key resource for supervisors, maintain vital operational data, and drive continuous improvement in timekeeping and related internal controls.
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Duties include but are not limited to
Timekeeping & Payroll Management
- Oversee and manage all staff timekeeping and timecard related activities for the Department of Finance, including ensuring accurate and timely submission and approval.
- Manage department-specific payroll reporting, including analysis of overtime, leave usage, and leave accruals, and maintain accurate records and reports for leadership review.
- Serve as the primary resource for Department of Finance supervisors and staff, providing guidance and addressing concerns related to timekeeping, leave policies, and system procedures.
- Assist with position control efforts by regularly performing timekeeping and payroll reconciliation reporting to ensure alignment with personnel budgets.
- Serve as a Timekeeping liaison to assist in the processing and accurate recording of timekeeping related to employee benefits, including Family and Medical Leave Act (FMLA), Short-Term Disability, and other complex leave programs.
- Serve as a backup in the Department of Finance to support hiring activities and other operational needs, providing support that aligns with the Management Analyst Associate classification.
- Coordinate and execute applicable staff trainings on timekeeping systems, policies, and procedures by working collaboratively with Timekeeping, Payroll, and Information Technology departments.
- Analyze, develop, and recommend Standard Operating Procedures (SOPs) and associated process assessments to establish and ensure strong internal control standards for timekeeping, working closely with Admin team members.
- Assist with the development and editing of policies and procedures, recommending changes, drafting language, and ensuring the accurate dissemination of new or updated guidelines.
- Regularly report the progress of major activities and provide data-driven insights to Department of Finance leadership.
- Support comprehensive document management policies and procedures and ensure compliance with public records laws and agency record retention schedules.
- Utilize electronic document management systems such as Power DMS and SharePoint to improve accessibility and security of information.
