The Human Resources Leadership and Development Trainer is a subject matter expert in professional development and highly motivated individual with a history of high performance and creativity. The HR Leadership and Development Trainer manage s the areas of training and development, including professional development, leadership development, and career advancement . This incumbent will partner with city leadership and internal stakeholders to create and implement innovative and high-impact talent and organization development programs and initiatives aligned with the organization’s strategic goals and vision. Lead in designing, developing, and implementing and facilitating comprehensive solutions, training, and action plan(s) to improve both organization and individual staff performance. The incumbent will report directly to the Human Resources Division Chief for Training and Development of the City of Richmond. This is an excellent opportunity to significantly advance one’s career in HR.

Essential Job Functions, Responsibilities, Duties
- Design and create leadership development programs, training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of the City’s ongoing training program plan
- Manages all aspects of management training and development roll-out plans, communications and logistics, working with internal stakeholders and external vendors
- Produces high-quality professional presentations and training materials
- Creates new and revises existing training materials and programs based on survey results and feedback from subject matter experts and employees
- Acts as an internal subject matter expert on diversity training initiatives and partners with senior leadership on selection, design and engagement in DEIA learning initiatives
- Serves as primary contact to coordinate required training for employees and external training partners - ensuring a seamless high touch/quality experience for the City of Richmond managers/employees
- Identifies and analyzes KPIs and impact of learning initiatives; contributes to recommendations on future improvements/strategy
- Develops and maintains expert knowledge by researching management training best practices and evaluating emerging trends
- Leverages technology to increase productivity and efficiencies
- Responsible for training executive staff, department directors, division chiefs, and city leadership, and managers on existing company guidelines/policies and new content to drive improved business performance
- Ability to engage audience and transmit skills in understandable manner
- Performs all additional related duties and responsibilities as required
Required Knowledge/Skills/Abilities
Qualifications, Special Certifications and Licenses
Knowledge (some Combination Of The Following)
- Project Management
- Data Management
- Learning Management System (LMS) end-user and administrator training
- Extensive background in training
- Advanced Microsoft Office experience, including virtual team platforms for meetings, shared team documents, and instant messaging communications
- City of Richmond community awareness and values
- Excellent communication skills (verbal and written)
- Professional presentation skills catering to a variety of audiences both in-person and virtually
- Excellent problem-solving and critical thinking skills
- Customer service orientation
- Flexibility and ability to balance conflicting priorities
- Work with a high degree of confidentiality, autonomy and accountability for decisions
- Be a collaborative team player
- 5 years of Human Resources/Customer Service experience
- Bachelor’s degree in Education, Human Resources, Business, or Public Administration. An equivalency is not accepted in place of a required degree)
- 7 years of experience in Training/Learning & Development
- Masters' degree in Education, Human Resources, Business, or Public Administration
- ATD Master Trainer Designation or other approved professional designation i s required upon hire, or obtained within 6 months after initial hire date
