Pay Range
$115,814- $162,136 Annually
Midpoint
$138,964 Annually

Starting salaries generally fall between the minimum and midpoint of the range. Each offer depends on the candidate’s experience and qualifications, internal pay equity, and available budget. Salary offers are negotiated individually based on these factors.



SUMMARY OF POSITION

This position oversees the City’s electric utility field operations, directing transmission and distribution crews to ensure safe, reliable service for the community. The successful candidate will demonstrate an electrical safety and customer service focus. Working closely with the Energy Services Director, the Power Operations Manager leads utility professionals, supports critical infrastructure projects, and helps shape the future of Richland’s electric system.

SUPPLEMENTAL INFORMATION

  • This is a full-time, in-person position with a typical Monday–Friday schedule of 8:00 a.m.–5:00 p.m. Flexible scheduling options, including a 9/80 schedule with alternating Fridays off or a 4/10 schedule, may be available.
  • Final candidate must establish and maintain residency within a 30 minute or less response time to designated City facilities for emergency response.
  • This position is open until filled, with first consideration given to those applicants who apply prior toJune30, 2026.

Selection will be based on overall qualifications, skills testing (if applicable), and an interview process. The final candidate selected will be subject to a comprehensive background/reference check commensurate to the position.

MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE:

  • Bachelor’s degree with coursework in engineering, business, or related field
  • Five (5) years of experience in utility operations and electrical distribution or transmission systems
  • Three (3) years in a supervisory role

Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.

SPECIAL REQUIREMENTS:

  • Valid driver’s license

DESIRABLE QUALIFICATIONS

  • Experience leading and supervising employees in a unionized work environment, including labor contract administration and employee relations.
  • Experience with operations and maintenance of an electric utility distribution system.
  • Experience developing and managing multi-year capital and expense budgets.

  • 6 months through 9 years / 20.33 hours per month
  • 10 years through 15 years / 22.33 hours per month
  • 16 years through 20 years / 24.33 hours per month
