Nature of Work
Under the general direction of the Director of Public Works and reporting directly to the City Engineer, this position designs and coordinates construction of public improvement projects.
LOCATION
Primarily at Richfield Public Works Facility and at project sites throughout Richfield.
EMPLOYMENT TERM/DURATION
This position will be hired for a period of three years, with the possibility of extension based on scheduled projects, staffing needs, and performance.

Salary Range: $91,041.60/YR to $119,412.80/YR, plus full City benefits.




Essential Duties

  1. Coordinate active construction projects and administer construction contracts to ensure that the improvements are completed as specified and protect the integrity of the public property.
  2. Manage and perform the planning, design, coordination, bidding, and inspection of transportation and public works projects so that the policies and procedures of the City of Richfield and any other regulatory agencies are followed and projects are successfully completed.
  3. Serve as a consultant to City departments regarding public improvement projects.
  4. Monitor the activities of external agencies impacting Richfield, so that the interests of the City of Richfield community are served and met.
  5. Independently supervise in-house planning and coordination of public improvement projects, such as streets, alleys, utilities, and sidewalks; and major maintenance projects, such as sealcoating, crack repair of concrete streets, curb/sidewalk repair and mill and overlay.
  6. Coordinate data collection, transportation analysis, and traffic studies in collaboration with the Transportation Engineer.
  7. Manage documentation and recordkeeping for various projects, including project records & documents, as-builts, and Municipal State Aid records.
  8. Process applicable project funding, pay applications, reimbursements, and close-outs.
  9. Promptly respond to concerns and keep the public informed regarding the status of all maintenance and capital improvement projects leading up to and during construction, including mailers, social media outreach, signage, and weekly videos.
  10. Coordinate activities with outside consultants, government agencies, and neighborhood groups.
  11. As needed, attend and present information at monthly Transportation Commission meetings and City Council meetings.
  12. Support and enforce City policies, procedures, operations, and safety rules.
  13. Other duties as assigned.

  3. Demonstrates mechanical aptitude, understanding of maintenance management, and proficiency in written communications.
  4. Demonstrates knowledge of safety practices and safe operation of motorized equipment to be used on the job.
  5. Demonstrates knowledge of the basic principles and practices of supervision.
  6. Demonstrates knowledge of techniques, practices, equipment, materials, and procedures associated with all types of street and municipal utility related construction and maintenance.
  7. Demonstrates general knowledge of computer applications for administrative and operational support.
  8. Demonstrates skill in the operation of motorized equipment.
  9. Demonstrates skill in the organization, coordination, scheduling, and supervision of work projects.
  10. Demonstrates skill in the use of surveying equipment.
  11. Demonstrates an ability to establish and maintain effective working relationships with others.
  12. Demonstrates an ability to work independently and establish priorities for self and others.
  13. Demonstrates an ability to communicate effectively, both orally and in writing, with supervisors, subordinates, and the general public.
  14. Demonstrates an ability to create and maintain accurate records.
  15. Demonstrates an ability to properly handle confidential matters and information.
  16. Demonstrates an ability to work on-call, holidays, weekends, callbacks, and on short notice. 
  17. Demonstrates considerable knowledge of the design and construction of public roadways and utilities.
  18. Demonstrates skill in preparation and review of construction plans and technical drawings.
  19. Demonstrates an ability to perform technical engineering of considerable difficulty in the office and field.
  20. Demonstrates an ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
MINIMUM QUALIFICATIONS
  • Bachelor of Science Degree in Civil Engineering with four or more years of progressively difficult municipal engineering experience.
  • Licensure as a professional engineer in the State of Minnesota or the eligibility to obtain licensure within 6 months of position appointment.
  • Valid Minnesota Class D drivers’ license or equivalent.
PREFERRED QUALIFICATIONS
  • Two years or more of supervisory/lead experience.
  • Experience coordinating, scheduling, and supervising design and construction projects in a municipal setting.
  • Experience managing state aid and federal aid projects.
  • Completion of the Minnesota Public Works Leadership Academy.

WORKING CONDITIONS AND PHYSICAL AND MENTAL REQUIREMENTS

Work is performed within an office environment at the Public Works Maintenance Facility and in the field. Trips operating motor vehicles to various City locations are necessary for supervision and coordination. Work before/after regular business hours, on-call, weekends, holidays, and on short notice is required.

  • Ability to work outside, year round, and during extreme weather conditions.
  • Ability to perform physical labor requiring continual and repetitive use of large motor skills to stand, walk, sit, bend, stoop, crawl, crouch, push, pull, twist, turn, and conditional and repetitive use of fine motor skills and manual dexterity.
  • Ability to hear, see, taste, touch, and smell. Specific vision abilities required of this position include close vision, distant vision, peripheral vision, depth perception, and ability to distinguish colors and different shades of color.
  • Ability to frequently bend, lift, and carry objects weighing up to 50 pounds, occasionally lift objects over 75 pounds, and to wear and use all safety equipment.
  • Ability to use personal protective equipment to safely work with and around hazardous chemicals, strong fumes, electric shock, and infectious disease.
  • Ability to work around noise and vibration generated from equipment and machinery.
