PARKS SUPERINTENDENT - Parks & Recreation - Administration
JOB SUMMARY:
Under general direction of the Assistant Director of Parks & Recreation (Parks & Planning), and/or Director of Parks & Recreation, manage all Parks Maintenance operations, including but not limited to planning and developing programs for construction, maintenance of parks and other areas, and contract administration. Manage and evaluate subordinate employees. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
Manage, evaluate, and schedule work of employees engaged in improving, developing, and maintaining park areas, public building grounds, and other public facilities. Develop and administer maintenance contracts. Effectively manage park renovation projects, maintenance projects, and community beautification projects. . Estimate requirements for tools, equipment, and materials for budget purposes, and manage the parks maintenance budget. Evaluate parks maintenance programs. Analyze and report equipment usage and labor statistics. Manage and analyze assessments of the system’s capital asset inventory. Prepare and present effective written and/or oral reports. Communicate courteously and effectively with other employees, officials, and the public. Respond effectively to the public regarding park programs or problems. Resolve personnel disciplinary problems effectively. Design and lay out new and improved park facilities, including but not limited to irrigation systems, picnic units, picnic area equipment, landscapes, and playgrounds. Select and manage the planting and maintenance of trees, shrubs, and grasses. Lift and/or carry up to 50 pounds. Make inspections of projects and maintenance areas at various locations, with some exposure to hazardous terrain and extreme weather conditions (using appropriate safety precautions). As a member of the City's Emergency Management Team, direct and assist park crews in rescue/evacuation operations when necessary. Attend workshops and conferences in and out of state when required. Attend official City functions during work hours or after hours as needed. Participate as a key member of the departmental special events team.

Participate in service clubs as appropriate.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:
Bachelor's degree required, preferably with major coursework in Parks Management, Landscape Architecture, Horticulture, Environmental Science, Forestry, Natural Resources Management, or a related field. A significant amount of experience leading teams in parks maintenance and/or relevant professional certifications may be substituted for the degree requirement. Certified Playground Safety Inspector certification required, or ability to obtain within 12 months of hire. ISA Certified Arborist certification required, or ability to obtain within 18 months of hire. Texas Driver’s License, Class C, required.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
A minimum of five (5) years of experience leading teams engaged in park maintenance operations is required. Must have knowledge of design, layout, installation, and maintenance of park and recreation landscapes, amenities, and facilities. Must have the ability to develop effective work programs and skills to keep records and reports using word processing and spreadsheet software. Must have excellent written and verbal language skills. Knowledge of and experience with computerized maintenance management systems is preferred. Certification as a Certified Parks and Recreation Professional, TCEQ Licensed Irrigator, and TDA Licensed Chemical Applicator is preferred. Must be able to effectively work independently and within a team environment.
