This recruitment will be used to fill a vacancy in the Police Department. All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Rialto Police Department.


DEFINITION

To lead, oversee and participate in the more complex and difficult work of staff responsible for maintaining City buildings and facilities; to perform a variety of skilled building trade duties including installing telephones, electrical work, air conditioning repair, installing computer lines, roof repair, light fixture repair, painting and plumbing work; and to perform a variety of technical tasks relative to assigned areas of responsibility.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Facilities Maintenance Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including overseeing the work of contracted services and providing lead direction and training to lower-level technical staff. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a designated supervisor. 

Exercises functional and technical supervision over lower-level technical staff.

Essential Functions:

1. Leads, plans, trains and reviews the work of staff responsible for maintaining City buildings and facilities; performs a variety of skilled building trade duties including installing telephones, electrical work, carpentry, air conditioning repair, installing computer lines, roof repair, light fixture repair, painting and plumbing work.

2. Plans, directs and participates in responding to any building maintenance malfunctions; oversees repair activities.

3. Trains assigned employees in their areas of work including methods, procedures and techniques of telephones, electrical work, air conditioning repair, installing computer lines, roof repair, light fixture repair, painting and plumbing work.

4. Verifies the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.

5. Inspects and monitors job sites for properly completed work; diagnoses more difficult maintenance problems and contact necessary personnel.

6. Repairs and maintains a variety of heating, venting and air conditioning systems as assigned; replaces heating, venting and air conditioning system components as needed.

7. Repairs and maintains swimming pools and spas; maintains proper pH and chlorine levels according to safety requirements; orders, receives and stores chemicals; replaces pumps, heaters, lighting, chemical feeders and related components.

8. Repairs, maintains and installs telephone system equipment and components including switching gear and line routing; maintains computer wiring including fax modems and personal computer wiring and phone lines; programs and updates voice mail components.

9. Performs electrical repairs such as replacement of wall receptacles, cords, light fixtures and fuses; troubleshoot electrical problems; installs new electrical services including building, modular systems, and parking lot electrical systems; repairs and maintains lighting of athletic fields.

10. Meets with contractors at job sites to explain needed repairs; assists in repairs as necessary; informs supervisor of contract work performed; ensures contractor compliance with City standards and contract obligations.

11. Reviews blueprints, drawings and specifications for work to be performed; ensures completed work conforms to project plans and specifications.

12. Estimates time, materials and equipment required for jobs assigned; requisition materials as required; maintains records on materials, equipment and work projects.

13. Ensures adherence to safe work practices and procedures.

14. Performs related duties and responsibilities as required.

EXPERIENCE AND TRAINING GUIDELINES Minimum requirements as a condition of hire:

Experience:

Three years of skilled facilities maintenance experience.

Training:

High School diploma or equivalent supplemented by specialized training in the plumbing, electrical or other building trades or a closely related field.

Licenses and Certifications

Possession of a State of California driver's license.

Refrigerant certification is desirable.

Knowledge of:

Operations, services and activities of a comprehensive building maintenance program.

Principles of lead supervision and training.

Methods and techniques of performing skilled building maintenance work including carpentry, plumbing and minor electrical duties.

Methods and techniques of maintaining telephone equipment.

Methods and techniques of maintaining swimming pools.

Applicable building codes and ordinances.

Mathematical principles.

Operational characteristics of building maintenance equipment and tools.Occupational hazards and standard safety practices.

Pertinent Federal, State and local codes, laws and regulations.

Ability to:

Lead, organize and review the work of staff.

Independently perform the most difficult facilities maintenance work.

Interpret, explain and enforce department policies and procedures.

Operate a variety of facility maintenance equipment in a safe and effective manner.

Estimate time and material requirements of specific projects.

Read and interpret drawings and blueprints.

Inspect job sites and ensure jobs are completed properly.

Work independently in the absence of supervision.

Maintain records and files.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Selection Process: 

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting. 


Veterans Preference Credit Eligibility:

Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit.
