What are the responsibilities and job description for the Wastewater Treatment Plant Manager position at City of Republic?
Primary Purpose
To provide managerial and supervisory work in the administration, operation, maintenance, and improvement of the City’s Wastewater Treatment Plant.
Supervision
Under the direct supervision of the Utilities Director.
- Responsible for the operation and maintenance of the Wastewater Treatment Plant and accountable for compliance with State and Federal regulations and permit conditions.
- Coordinates data and prepares, reviews, and approves various operation reports and budget requests.
- Controls expenditure of budgeted funds and prepares recommended specifications for major equipment or material purchases, and major repair jobs. Prepares work orders, purchase orders and bid documents as needed, in accordance with City guidelines.
- Organizes and directs activities of system personnel.
- Maintains discipline, conduct, appearance, and all required personnel records under their supervision.
- Exercises direct authority over all system functions and personnel, in accordance with approved policies and procedures. Supervises building and grounds maintenance. Coordinates and monitors repair and installation work done by outside contractors.
- Analyzes and evaluates operation and maintenance functions; recommends new or improved practices and minor system alterations.
- Develops plans and procedures to ensure efficient system operation.
- Adjusts system processes in accordance with the results of laboratory tests, observation, and experience.
- Supervises the regular take down, maintenance, and start-up of the treatment system and components of the treatment plant.
- Prepares, supervises, and records all maintenance programs and a preventive maintenance program on all treatment plant equipment.
- Ensures all equipment is inspected on a regular basis and determines appropriate repair and maintenance. Makes frequent inspections at job sites to determine if work is being performed in a safe, efficient, and effective manner.
- Prepares and maintains records and reports of all inspection, rehabilitation, and repair activities, and determines cost of those activities.
- Reviews construction drawings and technical specifications as requested and makes recommendation for changes as needed.
- Deals effectively and courteously with fellow employees and the public. Communicates with the public regarding sewer-related issues.
- Performs other duties as assigned.

Education & Experience
- Must have a minimum of six (6) years of experience in the maintenance and operation of an activated sludge wastewater treatment system.
- Must have a minimum of two (2) years of supervisory experience.
- Experience in the areas of biology, microbiology, chemistry, or related fields preferred.
- Previous SCADA experience preferred.
Knowledge, Skills, & Abilities
Shall know the principles, procedures, methods, and equipment involved in wastewater treatment operations. Must be able to perform all job duties in each position up to their current level. Must have knowledge of the principles, procedures, methods, and equipment involved in wastewater treatment operations; industrial math as it relates to calculating flows, volumes, weights, etc.; Must be able to observe and interpret gauges, charts, etc., based on data; Must be able to act quickly and independently in operational emergencies; Must have a working knowledge of office procedures, ability to operate computers, copiers, fax machines, etc.; Must be able to effectively communicate through written and verbal skills; Must be able to memorize and retain information without reliance on written records or manuals; Must have effective time management skills; Must have good cognitive and analytical skills, be able to handle stressful situations, quickly assess or judge situations and make decisions under pressure in areas of responsibility.

Licensing/Certification Requirements
- Must have a current Missouri State Drivers’ License.
- Must have a Missouri Class A Wastewater Operator’s License or obtain such accreditation within a probationary employment period.
- Must possess an OSHA 10 Certification or be able to obtain such accreditation.
Miscellaneous Requirements
- May be required to work a variety of shifts including nights, weekends, or holidays.
- Must be a dependable person due to the small size of the work force.
- Must work a rotating on-call schedule, and subject to emergency call-in.
- Will be subject to random substance abuse testing.
Tools and Equipment Used
All Treatment Plant equipment including but not limited to laboratory equipment, work trucks, mowers, sampling equipment, SCADA systems and various hand and power tools and electrical test equipment.
Physical Demands
Performs bending, squatting, crawling, twisting, kneeling, and reaching to ground level and overhead; Must be able to reach, grip and hold; Must be able to walk and stand for prolonged periods of time; Must be able to lift 60 pounds above their head; Must be able to push, pull and carry 100 pounds; Must have the ability to operate a computer keyboard and mouse.
Sensory Demands
Must have full color acuity to be able to distinguish between hose and wire colors to follow schematics, be able to see color differences of various stages of the treatment processes to distinguish potential problems. Must have olfactory sense to aid in the determination of when equipment may be operating at too high of temperature and beginning stages of burning and detect possible operational problems of the treatment system. Must have full sense of touch and feel to detect unnatural vibration. Must have a sense of hearing to distinguish unnatural sounds of equipment and machinery and detect potential problems.
