Primary Purpose

Performs land survey activities for the purpose of defining, delineating, describing, transferring, and protecting public and private interests and rights in matters of land in a confidential and non-bias manner.


Supervision

Under the direct supervision of the Project Engineer and general supervision of the Community Development Director.


  1. Performs land survey and staking activities for various City Departments on a variety of special projects, but primarily for BUILDS Department projects that are broad in scope.
  2. Assists in preparing plans, sketches, maps, surveys, legal descriptions, easements, exhibits and other documents.
  3. Performs construction staking as assigned for capital projects including street, storm drainage, water, sidewalk, and sanitary sewer construction.
  4. Assists in the review of construction drawings and technical specifications; performs inspections for conformance to published design, technical standards, and approved construction plans.
  5. May assist in reviewing, drafting, and preparing survey documents for land boundaries, easements, vacations, annexations, agreements, exhibits and reports some of which will be recorded.
  6. Assists in updating and maintaining various layers and applications of the City’s GIS System. 
  7. Manages, organizes, and maintains the City’s easement layer in GIS including the addition, vacation, and modification of existing and planned easements.
  8. Performs work under the guidelines established by local, state, and federal laws, regulations, standards, best practices, and/or policies.
  9. May occasionally act as a liaison for the City with developers, contractors, engineers, surveyors, utility companies, and the public during the planning, design, and construction phases of BUILDS projects.
  10. May assist in reviewing construction documents submitted by others for geometrical and verbal errors, compliance to applicable statutes, regulations and codes and may assist in extracting survey data from plats, plans and computer drawing to assist in preparing files for boundary and construction staking.
  11. Assists in City efforts to build and maintain our GIS databases by performing surveys for as-built drawings of newly constructed BUILDS projects and utility infrastructure.  
  12. Must maintain survey equipment and assigned vehicle.
  13. Keeps records and logs as required.
  14. Deals effectively and courteously with fellow employees and the public.
  15. Performs other duties as assigned.

  1. Attends training sessions deemed appropriate by supervisor or department head.
  2. Maintains a neat and orderly work area.
  3. Maintains appropriate supplies for assigned area.


Education & Experience

  • Must be a High School graduate or equivalent. 
  • Must have completed or is in the process of completing one (1) of the three (3) educational and experience requirements set out in Missouri Revised Statutes 327.312 to become a certified LSIT in the next three (3) years.

Must possess a minimum of eight (8) years of relevant experience related to surveying.

 

Knowledge, Skills, & Abilities

Must have working knowledge of the rules proscribed in current Missouri State Standards for Boundary Surveys. Must present the upmost in personal honesty, integrity and not be hesitant to disclose personal errors or evidence discovered which may affect the productive legal outcome of a project or produce a liability; Some knowledge of databases, word processing, Geographical Information Systems, state and federal on line systems used in research or obtaining and/or adjusting state plane coordinates, CAD/MicroStation/ Carlson or other survey/engineering platforms or willingness to learn; Some knowledge of the terminology and practice of construction staking techniques relating to streets, sidewalks, water systems, and storm/sanitary sewers; Ability to operate most all of the following surveying instruments and equipment, GPS base/rover, Network RTK, total stations, data collectors/controllers and various types of levels; Ability to communicate with the public, other employees, other agencies, consultants, and contractors by telephone, email and in person; Ability to work on private property and deal with property owners in a respectful manner; Ability to research and obtain a verity of records with some ability to read and interpret plats, plans, easements, deeds codes, statutes, and regulations; Must be able to perform work functions following prescribed safety procedures; Some ability to review and check the work products of others to ensure conformance to standards; Confidence to solve problems and make good decisions under pressure

Licensing/Certification Requirements

  • Must possess a valid Missouri driver’s license.

 

Miscellaneous Requirements

  • May be required to work a variety of shifts including nights, weekends, or holidays.
  • Must work a rotating on-call schedule, and subject to emergency call-in.
  • Must be a dependable person due to the small size of the work force.

Physical Demands

Performs bending, squatting, kneeling, climbing, and reaching to both ground level and overhead as required; must be able to reach, hold, and grip; lifts and carries up to 25 pounds; pushes and pulls up to 50 pounds; must possess the manual dexterity to use a computer keyboard and mouse; may be sitting for long periods of time; must be able to walk, sit or stand for prolonged periods.

 

Work Environment

May be exposed to extreme weather, dust, pollen, noxious weed, toxic fumes, chemicals or smoke, contagious diseases, electrical or mechanical hazards, extreme noise, heavy equipment, heavy traffic, rough terrain, wild / domestic animals and insects; May work in awkward positions such as climbing fences, crawling in/on confined places both natural and manmade with poor ventilation and no natural lighting.
