Join our Facilities team and play a vital role in maintaining the safety, comfort, and efficiency of City buildings and systems. This position performs a wide range of technical and physically demanding work focused on the operation, maintenance, and repair of HVAC and facility systems. The role requires both independent judgment and strong teamwork, contributing to daily operations as well as long-term system performance and energy efficiency.
As a key member of the Facilities workgroup, you will support the City’s mission by ensuring building systems operate reliably and safely for employees and the public. ESSENTIAL FUNCTIONS:
- Control HVAC systems at building sites by the operation of automated building controls and energy management systems utilizing building control software systems; program, troubleshoot and repair direct digital controls, chilled water valves and mixed-air modulating motors.
- Diagnose and change computerized control boards as required and test for proper operation of HVAC system equipment; perform calculations to determine proper calibration and setting of pneumatic controllers and dials; inspect, troubleshoot and replace diagnosed malfunctions in sensor units.
- Design, fabricate and modify existing HVAC systems and equipment and electrical controls; update blueprints and schematics to assure current record-keeping.
- Design preventative maintenance schedules and conduct regular inspections of HVAC equipment and systems in City buildings including hot water boilers and storage tanks; assist in training personnel in rules, regulations and safe work practices.
- Inspect, repair, modify and install HVAC equipment including refrigeration and air conditioning compressors, receivers, condensers, centrifugal chillers, water cooling towers, forced air converter units, pumps, automatic and hand valves, expansion valves and capillary tubes; inspect safety valves to provide for public safety.
- Diagnose malfunctions and perform repairs to fire protection systems as required; assist in annual certification of fire protection systems.
- Inspect temperatures to verify conformance with thermostat settings and to assure comfort level and air quality of building occupants.
- Install, inspect, repair or replace defective parts in units and equipment and their controls, including thermostats, automatic and log switches, damper motors, vibration sensors, relays, compressors, heat exchangers, compressors, hydronic systems, chilled water loops and coils, safety valves and automatic gas valves.
- Install and calibrate systems; install tubing and repair pipes and tubing; test joints and insulate pipes of heating, refrigeration and air conditioning systems; flush boilers, descale tubing; repair valves and water pumps.
- Operate a variety of electronic test equipment including gauges, leak detector and meters, vacuum pump, pneumatic test equipment, welding equipment, sewer router, pipe threader, powder-activated hammer and a variety of carpentry and hand and power tools; maintain equipment in effective and safe working condition.
- Request bids and proposals for work to be performed, monitor contractor work, and inspect completed work and work in progress to ensure compliance with project specifications and applicable laws, codes, and regulations.
- Fulfill general facilities related work orders as assigned.
- Perform routine maintenance on HVAC systems, including cleaning and replacing filters, checking belts, and inspecting electrical connections.
- Produce and provide printouts of building systems operation including historical data, graphs, trends and other capable functions; compile and analyze energy consumption reports and develop recommendations for energy conservation methods.
- Assist Boiler Inspector of inspection of vessels; provide Inspector with current records on hot water tanks, expansion tanks and hot water boilers, including State boiler numbers, location of vessels and new installations.
- Purchase electrical and HVAC materials for maintenance of City buildings; maintain adequate inventory levels and related records.
- Research and evaluate products for best sources; recommend purchase of selected systems, parts, materials and equipment; assist in labor and material estimations for projects; provide bid specifications for HVAC equipment and systems from contractors for installation of new and updated equipment.
- Review bid submittals from contractors related to HVAC and control systems; provide evaluative feedback to City personnel as requested; provide information concerning existing systems and building usage.
- Follow safety guidelines and procedures using proper equipment and personal protective gear.
- Maintain accurate records of work performed on HVAC systems including documenting all repairs, maintenance and service calls.
- Communicate with customers and team members to explain HVAC system issues and recommend solutions.
- Provide estimates for repairs and replacements as needed.
- Test and balance HVAC systems to ensure proper airflow and temperature control.
- Adjust systems to maximize efficiency and reduce energy consumption.
- Respond to service calls and emergency requests for repairs as in but not limited to cleaning, unclogging toilets, replacing light bulbs, repairing door, locks, cubicles and other general work order request that fall under the facility division.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
- Minimum 6 years of training and experience in the operation, installation, maintenance and repair of HVAC systems including specialized training in pneumatic and digital controllers and operation of low-pressure boilers, with at least 2 years of experience being at the journey level.
- Valid Drivers’ License.
- Successful passing of a required driving record check.
- Successful passing of a required background check and national fingerprint-based records check.
PHYSICAL DEMANDS:
- Drive to offsite locations to perform essential functions.
- Move throughout City facilities and buildings.
- Operate a computer and other office equipment.
- Communicate with City employees and residents.
- Lift or move items weighing up to 70 pounds regularly.
- Lift heavy objects in awkward and confined spaces, using proper lifting and rigging techniques.
- Climb and work from ladders, climb stairs.
- Bending, stretching, and standing for extended periods.
WORK ENVIRONMENT:
- Work is performed in an office environment and outdoors in all weather conditions.
- Noise level out in the field is moderately loud.
- Noise level in the office is moderately quiet.
- Exposure to high voltage wires, hazardous materials, heights, and noise from equipment.
- May be required to participate in a standby or on-call rotation.
- Work evening and/or weekend hours as needed.
