Announcing a rare opportunity to work for the City of Reidsville as the Superintendent of our wastewater treatment plant. This offers a chance to oversee the planned upgrades for the plant over the coming year, while also supervising the plant operations staff daily, including 4 shift operators, a Laboratory Manager, a Pretreatment Coordinator, and a Residuals/Relief Operator.
The Public Works Department's Wastewater Treatment Plant division is responsible for treating the City's collected wastewater to meet all applicable standards. The Plant operates 7 days a week, 24 hours a day, year-round. The plant is located at 407 Broad Street.
The plant operates a pretreatment program in compliance with EPA and North Carolina regulations. It has a certified laboratory, responsible for the collection and analysis of in-plant, upstream, downstream, and industrial discharge sampling. The laboratory maintains all monitoring records. The plant also contracts with private laboratories for more intensive sampling and testing.
The City of Reidsville sewer collection system includes 17 lift stations and more than 93 miles of sewer line. The plant is currently rated as a Grade IV plant licensed to process 7.5 million gallons per day and is dedicated to the quality of North Carolina resources. The average daily flow processed during fiscal year 2019-20 was 2.541 million gallons per day. The maximum single day of effluent processed was 6.877 million gallons, experienced on a day with significant rainfall.
The City of Reidsville has recently contracted with McGill & Associates to upgrade the plant's BNR process. This project aims to improve the water quality of the discharge to comply with the Jordan Lake Rules for total nitrogen (TN) and total phosphorus (TP), as well as to alleviate potential environmental regulatory burdens that current and future industries could face. The Superintendent will be the primary contact for this and other upcoming projects.
This project will modify the two existing aeration basins to create a two-train BNR process. The modifications will include the installation of fiberglass baffle walls to separate out the distinctive zones known as anaerobic, anoxic, and aerobic. This dual train design will increase operational flexibility. Construction on this project is expected to end in March 2026.
Under the general direction of the Director of Public Works, our Superintendent supervises, reviews, and participates in the operation, direction, and adjustment. Maintenance repairs are completed with a work order system, and all maintenance repairs are conducted by the Utility Maintenance Supervisor and his staff. This includes the sludge handling facilities located at the wastewater treatment plant. Ensures compliance with federal and state water quality guidelines and regulations. Ensures work quality and adherence to established policies and procedures, including safety procedures and policies. Coordinates assigned activities with other divisions, contractors, and outside agencies. Ensures time sheets are accurate and filed in a timely fashion with the Finance Department.
CRITICAL FUNCTIONS:
- Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
- Participate in the selection of assigned wastewater treatment staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures; work within a budget; code invoices for payment.
- Perform the more technical and complex tasks of the work unit, including preparing regulatory reports for various regulatory agencies on wastewater treatment plant performance.
- Conduct daily inspections of wastewater system pumps, meters, and electrical systems for needed maintenance and repairs; oversee and maintain all wastewater treatment processes and equipment.
- Coordinates with the Laboratory Supervisor in the development and maintenance of proper laboratory procedures, tests, and quality control/quality assurance programs to ensure data is developed and reported for regulatory compliance, plant operations, and special studies, to ensure data is provided for regulatory reporting as well as scheduling of any special analysis requirements.
- Recommend, budget, and oversee projects at the WWTP. Must have the ability to read and interpret plans, shop drawings, specifications, and other technical manuals.
- Ensure that plant operations are carried out in a safe and efficient manner.
- Writes comprehensive reports on plant operations, productivity improvements, and other topics necessary to provide information required by local, state, or federal agencies and management. Coordinates necessary written and verbal reports as well as a variety of correspondence, including the use of electronic data submission for compliance reporting.
- Participate in ordering equipment and supplies for the division; assist in preparing specifications and bid packages for the purchase of new equipment.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints in an efficient and timely manner; respond to emergencies as necessary.
- Coordinate assigned wastewater treatment activities with those of other divisions and departments as necessary.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in wastewater treatment; incorporate new developments as appropriate into programs.
- Coordinate and oversee the generation and submission of Tier II Reports to the State of North Carolina.

- Utilizes necessary computer applications such as databases, spreadsheets, word processing, and specific software applications related to wastewater treatment.
- Trains, motivates, and sets standards for employees in all workgroups to maximize performance.
- Advises on future plant improvements deemed necessary to ensure efficient operations. Reviews reports, plans, and specifications for modifications or expansion of the plant for operability and technical soundness.
Required Qualifications
Any combination of education, training, and experience providing the following knowledge, skills, and abilities:
Knowledge:
- Principles, procedures, methods, and equipment involved in wastewater treatment operations.
- Industrial math as it relates to calculating flows, volumes, weights, etc.
- Read and understand technical, operational, and repair manuals.
- Observe and interpret gauges, charts, etc., based on data; act quickly and independently in operational emergencies.
- Maintain records, logs, and prepare special reports;
- Allow oral and written instructions; communicate effectively verbally;
- Deal effectively and courteously with associates and the general public;

- Candidate must possess a NC Grade IV Wastewater Operator's license and must maintain this certification throughout appointment.
- Candidates with an out-of-state wastewater license equivalent to the NC Grade IV are acceptable, provided the candidate acquires the NC license within one year of hire.
- Must have at least an Associate's Degree in civil engineering, environmental engineering, sanitary engineering, or related science
- Must have at least five years of experience in the operation of a wastewater treatment plant, with at least three of those years in a responsible supervisory position at a Chief Operator or Superintendent level.
- Candidate must possess a Class C NC Driver's license.
- Background check, pre-employment physical, and drug screen required. EOE

- Land Application Certificate (required within one year)

- Bachelor's degree or higher in an environmental or science program.
- Strong track record of applied knowledge of materials, methods, practices, and equipment used in the operation and maintenance practices of a modern computerized wastewater treatment system.
- Experience with administrative and modern computerized office management techniques, including report writing, budgeting, personnel management, and the understanding and application of all rules and regulations governing the treatment and discharge of wastewater under State and EPA regulations; principles and practices of civil or sanitary engineering.
