Our Human Resources Department has a Payroll Operations Analyst opportunity to support the payroll division through processing a semi-monthly, full-cycle payroll for approximately 800 union and non-union employees. Payroll is processed in-house, rather than utilizing a third-party vendor.
We are looking for candidates with a minimum of three years of Payroll processing experience of 500 or more employees in a union labor environment such as construction, manufacturing, or with another government agency. On a non-payroll processing day, your typical day may include addressing labor contract issues or interpreting policy, providing technical support by researching payroll issues, reconciling payroll activities, answering customers inquiries, and understanding and documenting changes to Collective Bargaining Agreements and policies and procedures.

Role & Responsibilities
- Maintain accuracy and functionality of payroll database and provide technical support with inquiries related to payroll systems, processing, and procedures.
- Ensure proper reporting and payment of all tax, retirement, unemployment security, worker’s compensation, and payroll transactions.
- Coordinate and modify payroll codes to ensure proper accounting for wages, deductions, benefit, tax and leave accruals.
- Conduct complex mathematical calculations using spreadsheet formulas and other calculating methods.
- Perform technical accounting reconciliation as it relates to payroll.
- Exemplify change management skills by maintaining proper Standard Operating Procedures and educating staff on payroll changes as needed.
- Assist our labor negotiations team on payroll processing questions as requested and follow bargaining contracts, city ordinances, and policies related to compensation payments, deductions, and other payroll tasks.
- Audit information entered in the payroll system to ensure City Personnel Manual (policies), Collective Bargaining Agreements, and/or Federal and State Laws are followed.
- Identify and resolve issues that arise and determine how to mitigate those issues from occurring again. Recommend process changes to create efficiency and reduce chances of errors.
- This position will have an active role in the implementation of the HRIS Payroll system. Participation in system upgrades and testing can be anticipated.
Education and Experience
- Bachelor's degree in Human Resources, Public Administration, Business, Finance, or related field; and
- Three (3) or more years of directly related experience; or
- Any combination equivalent of education and experience that would provide the required knowledge, skills and abilities.
