- Plans, designs or reviews a complete project, program, system or process.
- Provides engineering research on complicated issues to assist senior engineers and supervisors in decision making.
- Assigns tasks to and directs engineers, technicians, and administrative staff.
- Proposes and/or designs improvements for engineering problems.
- Designs and prepares construction documents for public works projects in accordance with established standards of safety, efficiency, and cost effectiveness.
- Prepares project plans and specifications, including drafting as needed; analyzes project requirements, physical location, and other pertinent data; prepares engineer's estimate of cost; assures that project designs are in compliance with a variety of state, federal and city laws, codes, ordinances, and regulations governing construction projects.
- Provides review of engineering plans, reports, and calculations that are submitted by customers or consultants.
- Visits construction sites to inspect work progress.
- Prepares internal and external correspondence as needed, including reports, memorandums and presentation materials for the City Council and Council committees.
- Prepares preliminary scope of work, budgets, and requests for proposals (RFPs) on projects; prepares scoring criteria for RFP respondents; and assists in the selection of private consultants used.
- Prepares and executes construction contracts, including council approval.
- Communicates in person and on the telephone with city personnel, consultants, developers, contractors, other agencies, property owners, and the public to exchange information, resolve conflicts, and assist them by providing technical expertise as needed.
- Participates in various technical committees, study groups, and task forces; attends a variety of meetings, as necessary; develops and delivers oral presentations, including public presentations related to project issues.
- Provides input into the City's Geographic Information System.
- Maintains various files and records related to project status and computations; prepares project descriptions and progress reports as requested.
- Support construction documentation and construction administration on larger Capital projects.
- Manage design and construction of smaller scale Capital projects or work orders off of Job-Order contracts.
- Bachelor's degree in Engineering from an accredited college or university.
- Four (4) years engineering experience.
- Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
- A Master's may substitute for two (2) years of experience and Professional Engineer registration is preferred.
- Professional Engineering Certification Preferred
- Engineer-In-Training Certification.
- Valid Washington State Driver's License required.
