The City of Raymore is seeking an experienced, motivated professional to lead and enhance our Stormwater Management Program. This position plays a critical role in protecting water quality, ensuring regulatory compliance, preserving public infrastructure, and educating the community on environmental stewardship.

What You'll Do

As the Stormwater Quality Specialist, you'll oversee and administer the City's stormwater management and water quality programs by:

  • Managing the City's MS4 Permit and Stormwater Management Plan.

  • Conducting stormwater system inspections and investigating illicit discharges.

  • Reviewing development plans for drainage, grading, erosion control, and stormwater compliance.

  • Coordinating with Engineering, Development Services, Public Works, contractors, and regulatory agencies.

  • Managing the City's stormwater infrastructure inventory and maintenance program using GIS and asset management software.

  • Preparing reports and maintaining compliance with Missouri Department of Natural Resources (MDNR) and Environmental Protection Agency (EPA) requirements.

  • Developing public education and outreach programs that promote water quality and environmental awareness.

  • Researching grant opportunities to support stormwater and environmental initiatives.

  • Serving as a resource for residents by responding to stormwater concerns and identifying long-term solutions.

No two days are the same. This position combines technical expertise, field investigations, project management, regulatory compliance, public engagement, and problem-solving.

What We're Looking For

We're seeking someone who is:

  • Organized and able to successfully manage multiple projects simultaneously.

  • Comfortable balancing office work with year-round field inspections.

  • Skilled at interpreting regulations and applying them in practical situations.

  • An excellent communicator who can explain technical information to both professionals and the public.

  • Self-motivated, collaborative, and committed to providing outstanding customer service.

  • Able to manage responsibilities with firm, non-negotiable regulatory deadlines while maintaining exceptional attention to detail.

Preferred Qualifications

  • High school diploma or GED required.

  • Technical training, college coursework, certifications, or a degree in stormwater management, environmental science, engineering technology, public works, natural resources, or a related field is preferred.

  • Five or more years of progressively responsible experience in stormwater management, environmental compliance, inspections, development review, or related work is preferred.

  • Equivalent combinations of education, certifications, training, and experience will be considered.
