Job Summary: The Human Resources Business Partner (HRBP) serves as a strategic partner and advisor to assigned City departments, aligning human resources initiatives with departmental and organizational goals. This position provides support in the areas of workforce planning, employee and labor relations, organizational development, performance management, and employee engagement. This role works closely with department leadership to build effective teams, foster a positive work environment, and ensure compliance with City policies, employment laws, and collective bargaining agreements.
Essential Duties and Responsibilities:
HR Business Partner: ($66,950-$97,850)
· Serves as the primary HR point of contact for assigned City departments, building trusted relationships and providing guidance on HR matters.
· Partners with department leaders on strategic workforce planning, talent management, and succession planning to support long-term organizational goals.
· Supports recruiting efforts in collaboration with hiring managers, including development and review of job descriptions, interview processes, and selection strategies.
· Collaborates with the compensation team to design competitive job offers and provide strategic guidance on compensation decisions to attract, retain and reward top talent.
· Provides guidance and support on employee and labor relations, including discipline, grievances, investigations, and contract interpretation.
· Offers proactive support in addressing employee concerns, conflict resolution, and fostering a positive workplace culture.
· Advises managers and supervisors on corrective action processes, ensuring consistent and compliant application of disciplinary procedures, including drug and alcohol-related incidents and reasonable suspicion protocols.
· Leads and supports workplace investigations related to misconduct, harassment, or policy violations and recommends appropriate actions.
· Acts as a primary point of contact for employees utilizing leave, including FMLA, ADA accommodations, and other medical or personal leaves of absence.
· Assists with benefits administration, including supporting the new hire and annual enrollment processes.
· Supports the administration of collective bargaining agreements.
· Ensures compliance with all applicable laws, regulations, and City policies.
Senior HR Business Partner: ($82,400-$123,600)
· Performs all duties of HR Business Partner with an elevated focus on organizational impact, leadership advising, and organizational strategic alignment.
· Serves as a key advisor on complex employee relations issues, offering expert guidance to mitigate risk, uphold compliance, and reinforce a positive workplace culture.
· Drives HR process improvement, recommending and implementing best practices to enhance efficiency, compliance, and employee engagement.
· Partners with leadership on strategic workforce planning, talent retention, and succession planning efforts to strengthen long-term organizational effectiveness.
· Guides organizational transformation initiatives, providing expertise in change management, restructuring, and cultural transformation to foster agility and innovation.
Qualifications:
HR Business Partner:
· Bachelor's degree in business administration, human resources or related field required.
· Three years of human resources experience required.
· Must possess a valid driver’s license or the ability to obtain within 30 days from date of hire.
· PHR (Professional in Human Resources) and/or SHRM Certified Professional (SHRM-CP) preferred.
· Strong knowledge of employment laws, HR best practices and business acumen.
· Strategic thinking skills and the ability to build relationships, influence others and lead change.
Senior HR Business Partner:
· Bachelor's degree in business administration, human resources or related field required.
· Five years of human resources experience required.
· Must possess a valid driver’s license or the ability to obtain within 30 days from date of hire.
· PHR (Professional in Human Resources) and/or SHRM Certified Professional (SHRM-CP) preferred.
· Demonstrates significant knowledge of employment laws, HR best practices and business strategy.
· Proven leadership skills with the ability to influence organizational decision-making and drive meaningful change across departments.
Work Environment:
Most work is performed indoors in an office where interruptions may occur. While performing the duties of this job, the employee is regularly required to sit; use hands; talk and hear. The employee is occasionally required to stand; walk and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.
