The City of Raleigh is looking for Noise Ordinance Compliance Officers (official title: code compliance officer) to join the Raleigh Police Department. This is non-sworn administrative and technical position involving the enforcement of local ordinances. Work includes inspecting businesses, residents, and vehicles to ensure compliance with City regulations, primarily noise ordinances. Work includes educating stakeholders of the City’s ordinances. The ideal candidate uses independent judgment, discretion, and initiative in performing assigned tasks. They will be in extensive contact with the public and outside agencies. Their work will be reviewed by supervisors through direct observation of performance and through review of written reports of assigned duties and activities. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Conducts a formal review of procedures, policies, and operations to determine if an entity, such as a bar or a restaurant, is complying with rules, regulations, laws, codes, decisions, and/or standards. Assists in the development of internal processes and procedures to ensure alignment with the Municipal Code
- Investigates reports of code violations to include field notes, photos, and onsite interviews with property managers, owners, tenants, homeowners’ associations and others in charge of land, property, or businesses
- Performs site inspections to verify compliance; issues initial warnings and notices of violation resulting in civil fines
- Provides community outreach, educational activities, administrative, logistical, and technical support regarding code enforcement. Responds to inquiries for information regarding code violations. Coordinates meetings and information sessions with external and internal partners. Assists in gathering information, researching solutions, and recommending opportunities to enhance the general welfare of the community
Education and Experience:
High School diploma or G.E.D. equivalency; 1 to 3 years’ experience in regulatory customer service, regulatory enforcement, or related work
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licenses or Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Knowledge of:
State and local laws and ordinances
Rules, regulations, policies, and procedures of the Department
Geography and boundaries of the City
Rudimentary principles of the physics of sound as it pertains to the work of code compliance
Ability to:
- Deal courteously but firmly with the public
- Analyze situations quickly and objectively, and to formulate and execute appropriate responses
- Establish, maintain, and organize current and concise written and computer database records and files of activities.
- Obtain information through interviews, record checks, and telephone conversations
- Speak and write clearly and effectively
Skill In:
- Telephone and in-person communications
- Computer applications and filing systems. This candidate should have knowledge of basic computer operation, spreadsheet software and word processing software
- Use of sound measurement techniques as provided by the City of Raleigh through training
- Interpersonal and mediation skills – ability to build strong relationships and partnerships through exceptional interpersonal and conflict-resolution skills. The candidate should be skilled at recognizing when to apply education and compliance strategies alongside enforcement actions when appropriate to foster trust, strengthen relationships, and support a culture of accountability and compliance
- Collaboration and problem-solving skills – candidate should have demonstrated success in collaborating with community members, businesses, and others to identify challenges, mediate differing perspectives, and work collaboratively towards solutions

Work Environment and Physical Effort:
Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Work Environment:
Work is typically performed in an office or similar indoor environment, an outdoor environment, near street environment (near moving traffic), and in a vehicle. Employees may occasionally work on a construction site, in a warehouse or shop environment
Work Exposures:
Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate, individuals with known violent backgrounds, extreme cold (below 32 degrees), extreme heat (above 100 degrees) and moving mechanical parts.
