This is an exciting, supervisory opportunity within the Construction Management – Public Safety and Special Projects Division of the City’s Engineering Services Department. This Division is responsible for the delivery of capital improvement projects which includes overseeing the planning, design and execution of construction projects within the City of Raleigh. Projects include facilities for Raleigh Fire Department, Raleigh Police Department, Raleigh Transportation -Transit, and other municipal administrative facilities. 

The Engineering Supervisor will oversee a team of Project Managers, ensure efficient project execution and maintain high-quality standards. This role will collaborate with cross-functional teams, manage resources, and provide technical guidance to achieve project goals. They will also be responsible for assessing team performance and implementing improvements within the Engineering Services.

This role will serve as a subject matter expert and advisor, communicating with various project stakeholders, including City leadership and the public.

The ideal candidate is an organized and effective supervisor, skilled in supervisory responsibilities, project management, budget management, logistics coordination, and pro-active problem solving. We are looking for someone experienced in supervising the work of others and managing projects on assignment. You must be capable of working independently and with others, have the ability to understand project plans, specifications, and requirements, as well as applicable laws. 

The ability to research complex technical issues and resolve conflicts with minimal delays is key to succeeding in this role. A positive attitude and collaborative spirit are essential. The ideal candidate is an effective communicator, with experience in facilitating group discussion and building consensus among stakeholders. Significant experience in building design, construction, or project management on public projects is preferred.

  • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures

  • Provides supervision and management of engineering project and/or program work and related engineeringoperationalactivities;providesprogram/projectleadershipandadvancedtechnicalexpertise; conducts quality control and quality assurance reviews toensure compliance with City standards,policies and procedures, and with applicable regulations and code requirements

  • Monitors, oversees and provides technical support with processes which may include assisting internal customers with determination of project needs including facility size and parcel requirements, operational and functional considerations, and identification of relationships with other stakeholders and user groups

  • Provides project management and coordination of stakeholders and resources which may include acquisition of professional services, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration

  • Oversees project design, including monitoring the adherence of projects and processes with policies, procedures, applicable codes, specifications, regulations and standards

  • Performs construction administration during active construction and overseeing post-construction warranty period.  Construction duties include bid and contract administration, construction oversight, coordination of permitting, document reviews, facilitation of progress meetings, and project close out. 

  • Serves as a technical resource and liaison for project managers, engineers and contractors, consultants, developers, community groups, commissions, agencies, City departments, private entities and other stakeholders

  • Troubleshoots and resolves complex issues and conflicts; recommend courses of action and implement problem resolutions. This may include delivering presentations, performing public outreach, and preparing project-related documentation and communications materials

  • Assists in the development and implementation of policies, processes, standards, and guidelines; works in collaboration with management and other departments recommending and implementing process improvements and operational efficiencies

  • Provides and/or assists with budget development, preparation and administration; monitors resource allocations; maintains performance measures; prepares productivity analysis; provides and oversees the preparation and maintenance of reports and documentation.

Education and Experience:

Bachelor's Degree in Engineering, Construction Management or related field and 5 to 7 years' experience in engineering, construction management or related work

OR 

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licenses and Certifications:

  • Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Preferred Qualifications: 
  • Professional Engineering (PE), Architect (AIA) or Landscape Architect (LA) Registration in North Carolina 

Knowledge of:

  • Civil engineering principles and practices
  • Specialized equipment relevant to area of assignment
  • Contract administration and development
  • Project management principles and practices
  • Critical thinking and problem-solving methods and practices
  • Record keeping
  • Data management
  • Technical writing
  • Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications
  • Supervisory principles, practices and techniques 

Skill in:

  • Analyzing and facilitating the resolution of complex problems requiring multi-department cooperation
  • Identifying solutions, projecting the consequences of proposed actions, and implementing recommendations in support of goals
  • Developing effective work teams and motivating individuals to meet goals and objectives

Ability to:

  • Speak before public audiences on presentations related to development plan reviews
  • Work within a group to organize and prioritize work
  • Exercise initiative and use sound judgment to solve problems within established parameters
  • Make recommendations to the Development Management Team
  • Provide knowledgeable, technical guidance and advice to City staff, other government agencies, private businesses and citizens

Work Environment and Physical Effort: 
Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.
 
Work Environment: 
Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor or street environment (near moving traffic), construction site, or in a vehicle. 
  
Working Conditions:  
Employees may occasionally interact with individuals who are hostile or irate.
