The City of Raleigh is looking for a Supervisor - Engineering Inspections to join our Transportation department! The Transportation Department - Maintenance Division provides services and oversight for streets, sidewalks, right of way operations, infrastructure inspections & services, stormwater maintenance, asphalt & concrete maintenance, special operations, downtown operations, snow and ice removal, storm clean-up and other function areas as assigned. Joining our Infrastructure Inspection Team will provide an exciting opportunity to play a vital role in the quality of Raleigh’s critical infrastructure, such as water mains, sewer mains, storm drains, sidewalks, greenway trails, and roadway construction. The Transportation Infrastructure Inspections Unit is responsible for overseeing construction sites and contractors working within the public right-of-way and easements, ensuring the work is completed to City and Safety Standards in a timely manner. Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Supervise and Lead Staff: Oversees and evaluates assigned employees, including hiring, training, scheduling, and performance management. Addresses employee concerns, provides coaching and discipline as needed, and approves time off. Determines or recommends salaries and pay adjustments and serves as a liaison between staff and management Payroll Oversight: Reviews and approves payroll submissions for direct reports Cross-Department & External Coordination: Serves as a key liaison to engineers, contractors, developers, and internal departments. Technical Support: Provides advanced technical guidance to Engineering Inspectors and supports complex field situations Project Meetings & Reviews: Attends pre-bid, pre-construction, bid openings, and project review meetings. Reviews plans, identifies constructability concerns, proposes changes, and assists in conflict resolution related to field operations and change orders Field & Construction Guidance: Offers technical assistance and direction to project managers, contractors, developers, inspectors, and the public to ensure compliance with specifications and standards Document Review: Reviews construction documents as-built plans and project surety, contracts, legal records, right-of-way plats, deeds, GIS data, and inspection reports for accuracy and compliance Customer Service & Issue Resolution: Responds to inquiries, complaints, and information requests; conducts research and provides procedural guidance. Reviews and audits financial information for accuracy and compliance and prepares recommendations based on findings Project Close-Out & Warranty Management: Conducts final project inspections; prepares punch lists and acceptance letters; monitors warranty periods and performs warranty inspections; communicates status with project managers and contractors Process Improvement & Administration: Evaluates workflows and operational issues, compiles reports, recommends process improvements, and assists with policy and procedure development and compliance monitoring Operational Support: Assists Engineering Inspectors with projects as needed during periods of high workload, weekends/holidays, or staffing shortages Typical Qualifications Education and Experience: High School diploma or G.E.D. equivalency; 5 to 7 years' experience in architecture, engineering, construction management, or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Licenses or Certifications: Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire Additional Information Knowledge of: Principles and practices of municipal government, personnel, administration, supervision and management Applicable local, state and federal codes, regulations, laws, and guidelines Construction processes, procedures, materials, safety rules and regulations Roadway maintenance, traffic safety, flagging operations, work zone safety Occupational hazards and applicable safety principles Principles and practices of civil engineering Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Supervisory principles, practices and techniques Skill in: Reading and interpreting construction plans, standards, regulations and contracts Performing inspections and documenting compliance or deficiencies Generating, organizing and maintaining accurate data and documentation Providing attention to detail in assignments Construction math computations Written and verbal communication Conflict management and de-escalation Coaching and leading the work of others Ability to: Identify conflicts, design discrepancies, and recommend solutions Understand all programs used by the inspections team and troubleshoot/repair operational issues Work cooperatively with other City employees, contractors and the public to ensure forward progress on all projects Organize and maintain project documents and records Manage time and meet deadlines Build relationships across the organization with all levels of employees ADA and Other Requirements: Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Work Environment: Work is typically performed in an office or similar environment. Employees may occasionally work in an outdoor environment, near moving traffic, in and around constructions sites and vehicles.
