The City of Raleigh is seeking an experienced and dynamic Meters Division Manager in the Raleigh Water Department to oversee the reading, maintenance, installation, and repair of water meters and services within our service areas. This key management position will be responsible for leading a team of professionals to ensure the smooth operation of the Meter Division, working closely with various departments to provide outstanding customer service, ensure regulatory compliance, and support the community's water needs.
As the Meter Division Manager, you will be expected to effectively manage the daily operations of the division, collaborate with multiple teams, resolve customer concerns, and oversee the development and implementation of safety programs and budgets.
Duties and Responsibilities
- Directs and supervises the work of intermediate supervisors to ensure the efficient operation of water meter services across multiple cities, including Raleigh, Garner, Knightdale, Wendell, Zebulon, Wake Forest, and Rolesville
- Reviews work progress in the field and ensures that workflow processes meet the department's operational goals for efficiency and quality
- Collaborates with the Customer Care and Billing Division to ensure proper record-keeping and that customer service meets the highest standards
- Meets with customers to address and resolve concerns related to water services, ensuring customer satisfaction
- Oversees the Cross Connection/Backflow Prevention Program to ensure compliance with the Safe Drinking Water Act while working closely with the Water Distribution and Water Treatment Divisions
- Maintains records of work performed by meter crews and analyzes crew productivity to improve operations and address any issues proactively
- Ensures that all division activities comply with Occupational Safety and Health Administration (OSHA) regulations and other safety procedures
- Prepares, manages, and monitors the division's annual operating budget to ensure resources are used effectively and efficiently
Supervisory Responsibilities:
- Supervises and directs the daily activities of division staff, including reviewing employee time and leave records
- Manages the hiring, termination, and resolution of employee grievances within the division
Typical Qualifications
Education and Experience:
Bachelor's degree in science, environmental science, construction management, engineering, business administration or directly related field, six years of related professional experience, two years of supervisory experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications:
- At least 4 years of experience in managing an operations program, preferably within a municipality or public utilities environment
- Demonstrated experience in managing budgets, supervising staff, and ensuring compliance with regulations
