Position Summary:

Performs inspections of construction projects, special events, existing buildings, conducts fire and explosion investigations, and performs plan review, as needed. Additionally, will conduct fire safety public presentations, serves/posts violations, and delivers exceptional customer service while navigating the code enforcement process.

Essential Duties:

  • Conducts technical inspections and examinations of plans for commercial and residential construction projects to assure compliance with the adopted fire code, wildland-urban interface code, and national standards
  • Understands the interdependence of building, fire, and life safety regulations and how they are applied in the construction and built environments.
  • Provides written and verbal communication to developers, planners, architects, engineers, and other city departments in a competent and professional manner.
  • Completes plan reviews and inspections with accurate and technical comments on numerous, diverse, and complex structures, public facilities, fire protection systems, and industrial processes.
  • Issues applicable fire code permits in accordance with adopted codes and ordinances and performs on-site inspections at construction projects, special events, existing buildings, and various other sites within the city.
  • Issues order notices accurately and in accordance with adopted codes and ordinances and within City policies.
  • Represents the City and Fire Department in various meetings and public presentations.
  • Creates and presents fire and life safety messages to the public including civic groups, school aged children, and variously aged adults.
  • Performs field inspections of fire and life safety systems across all types of occupancies for compliance with the International Fire Code, local amendments, and adopted NFPA standards.
  • Uses appropriate tools, equipment, and apparatus for conducting inspections and fire/explosion investigations including appropriate personal protection equipment (PPE) and a self-contained breathing apparatus (SCBA).
  • Records/logs inspections with notes regarding compliance/non-compliance in each area.
  • Ensures licenses and permits are issued for all projects reviewed and inspected.
  • Reviews, issues, inspects, and signs permits such as burn permit, tent permit, or special event permit.
  • Coordinates with other City departments to ensure plans are reviewed for compliance with building, fire, zoning, and other adopted codes; tracks plans at various stages of the review/approval process.
  • Serves and posts notices at specific sites in violation of building and/or City codes.
  • Utilizes, retrieves, inputs, and manages data within the permitting/inspection/plan review modules of established Department software.
  • Attends pre-action conferences and special event meetings.
  • Compiles the resolutions and ordinances for fees, code adoptions, and valuations.
  • Investigates complaints; investigates explosions, hazardous material incidents, and fires as to the origin and cause through routinely assigned on-call rotations; prepares cases; and testifies in court.
  • Responds to emergency incidents, and during on-call rotations must be available to respond 24 hours per day, to include holidays and weekends, during that assigned rotation period.
  • Creates related training materials and educational programs as requested.
  • Maintains inspection recordings, documents, records, correspondence, and files.
  • Provides exceptional customer service in-person, via email, and telephone to provide information pertaining to permitting, inspections, and plan review to builders, contractors, architects, engineers, and the public.
  • Assists other departments as requested.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience

High school diploma or equivalent required; six (6) years of journey level work experience in one or more of the construction trades with some experience in building safety fire protection; any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements

Possess and maintain a valid Arizona driver's license; possess the International Code Council (ICC) Fire Inspector I certification; possess the ICC Fire Plans Examiner certification or obtain within 24 months of hire; possess Arson I and II or obtain certifications within 24 months of hire; and obtain the preferred International Association of Arson Investigators (IAAI) Fire Investigation Technician (FIT) designation within 24 months of hire and/or IAAI Certified Fire Investigator (CFI).

Trainee minimum qualifications:

High school diploma or equivalent; two (2) years of journey level work experience in one or more of the construction trades with some experience in building safety fire protection; any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position. International Code Council (ICC) Fire Inspector I certification within six (6) months of hire.

  • Knowledge of federal, state, and City of Prescott laws, rules, regulations, policies, procedures, codes, and ordinances related to building codes and enforcement.
  • Knowledge of methods/techniques for risk reduction, inspection, investigation, life safety standards and codes, and fire prevention programs.
  • Knowledge of fire investigation practices, principles, procedures, and techniques.
  • Knowledge of construction methods and materials.
  • Knowledge of occupational safety and health regulations, policies, and procedures.
  • Knowledge of skilled trades related to building construction, maintenance, repair, and renovation.
  • Skill in safely inspecting and enforcing building code regulations.
  • Skill in tactfully providing technical expertise for non-compliance with building code.
  • Skill in reading and following blueprints, as-built drawings, and engineering drawings.
  • Skill in communicating, both verbally and in writing, to individuals and groups.
  • Skill in utilizing established Department software programs.
  • Ability to produce reports.
  • Ability to process inspection and plan review elements of Community Development applications.
  • Ability to apply customer service/public relations techniques in performing inspections and responding to inquiries and complaints.
