The City of Poway is currently recruiting for multiple part-time, temporary, at-will Recreation Leader I positions for various locations throughout the City as listed below:

This recruitment staffs vacancies for Community Park/ Mickey Cafagna Community Center, Gymnasiums, Lake Poway, Old Poway Park and the Swim Center. Please indicate your location preference(s) in the supplemental questions. You can select multiple or all options, if interested.

The Recreation Leader I position is a part-time, temporary, at-will position that plans, leads, and supports a variety of programs in the Community Service Department. Performs administrative work including scheduling events, programs and facilities; collecting and processing payments; and tracking financials. Assists with coordinating events, facilitating large group use and rental needs, and acts as a public representative for the department.

Receives general supervision from the Recreation Supervisor or assigned supervisor. Serves in a leadership capacity with the ability to guide and influence, however does not exercise direct supervision over staff. May perform technical and functional supervision and provide training to lower-level staff.

Key Responsibilities

Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Leads, teaches, and conducts diversified recreation activities at various recreational facilities, including parks, schools, and recreation center.
  • Assists in planning and conducting community events, general programs, and facility rentals; sets up and takes down tables, chairs, and equipment, for classes, activities, events, and meetings.
  • Supervises and schedules established programs of play activities for children and adults.
  • Communicates with school personnel to resolve routine operational after school recreation program problems.
  • Travels to assigned program sites to monitor program activities.
  • Resolves program problems within established guidelines; suggests program improvements.
  • Performs general office duties, including basic cashiering, answering the telephone, greeting patrons, light typing, data entry, copying, and filing; prepares flyers, calendars, and other routine publicity; prepares routine reports of participation and activities; updates kiosks and hotlines.
  • Assists with facility reservations, including phone and front counter contact, registering patrons for community events, performing walk-through with renters, explaining facility use rules and regulations, monitoring events, and recordkeeping.
  • Conducts surveys of recreational programs; collects data and presents to supervisor.
  • Requisitions materials and equipment; takes periodic inventory of materials and equipment.
  • Maintains recreational facilities, storage sites, and other work areas in a clean and orderly condition, including securing equipment and materials at the close of the workday, performing basic custodial duties and minor facility maintenance; opens, closes, and secures building for events.
  • Issues and collects recreation equipment and supplies; makes minor repairs to recreation equipment.
  • Assists in the encouragement of participation and good sportsmanship.
  • Responds to patrons needs for assistance or information.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Maintains accurate logs and records of work performed and materials and equipment used.
  • Assists with maintaining a computerized class enrollment and facility reservation information system.
  • Monitors the proper and safe use of program facilities by the general public; patrols recreational facilities to ensure adherence to rules and ordinances; enforces recreational facility safety rules; interprets and applies policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations.
  • Administers basic first aid and CPR as necessary.
  • Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
  • Performs other duties as assigned.

Minimum Requirements/License Or Certificates Required

Any combination of the following education and experience which demonstrates the ability to perform the duties of this classification.

Experience

Must be at least 16 years of age. Experience in recreation leadership and programs is desirable.

Education/Training

Equivalent to the completion of the 12th grade is desirable.

Licenses And Certifications

  • A valid class C driver's license OR the ability to arrange alternate and timely means of transportation in the performance of assigned duties. *A valid class C driver's license is required to work at Lake Poway.
  • Possess and maintain or obtain an American Red Cross First Aid and CPR/AED certificate within five months of hire.

Physical Demands

Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to arrange facilities for community events and/or meetings and lift and move a variety of objects associated with the operations of recreation facilities, programs and events. This may include but not be limited to tables and chairs, bleachers, umbrellas, volleyball standards and canopies. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds or heavier with assistance and/or proper equipment.

Environmental Elements

Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids when rendering First Aid and CPR. Employees are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Working Conditions

May be required to work various shifts including early mornings, evenings, weekends, and holidays at a variety of City facilities.

Examination Process

A completed NeoGov application, including supplemental questions, must be submitted through NeoGov for consideration by the application deadline. Application materials will not be accepted separate from NeoGov or after the deadline.

Applicants will be evaluated on the basis of relevant training, education and experience as presented in the application and supplemental questions. The process may include interviews and/or performance tests. Successful candidates will be placed on the eligibility list established, which will be in effect for a period of up to six months. A background investigation including LIVESCAN fingerprinting and a verification of a valid driver's license and satisfactory driving record from the Department of Motor Vehicles may be required. All appointments are also subject to the successful completion of a pre-placement physical examination that includes a drug screening. Applicants will be required to submit verification of the legal right to work in the United States. The City of Poway participates in E-Verify. All employees are required by law to sign a loyalty oath to the United States and the State of California Constitution at time of hire.

An employee who is classified in a temporary status is not entitled to benefits other than those mandated by federal law. These benefits include paid sick leave (PSL) as well as participation in Medicare, Worker's Compensation, and the Public Agency Retirement Service Alternate Retirement System.

Sick Leave - In accordance with the Healthy Workplace, Healthy Family Act of 2014 (i.e., AB 1522) all non-regular, temporary, seasonal, paid interns, and on-call employees will receive 24 hours of paid sick leave (PSL) upon hire. PSL will be available for use beginning on each employee's 90th day of employment. Thereafter, in each pay period that includes July 1, employees will receive a new 24 hour lump-sum of PSL. Any remaining PSL hours will not carry over.
