The Position

Job Appointment: Full time, regular

Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available.

Work Location: The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. In-person work will be conducted at 1120 SW 5th Avenue, Portland, OR. Remote work must be performed within Oregon or Washington. For more information, click here .

Position Summary

The Public Works Business Services Financial Analyst II works on a team to develop annual budget and financial planning forecasts for Portland Parks and Recreation Divisions. This position is responsible for budgeting and monitoring the Parks Capital Fund and financial management of the bureau’s fixed asset portfolio. This position will perform critical accounting functions related to the bureau’s capital program to ensure capital projects are reported accurately and in accordance with Generally Accepted Accounting Principles (GAAP) using the bureau’s system of record, SAP.

Responsibilities Include

  • Capital Budget & Financial Management: Manage the full capital fund budget lifecycle, including budget system entry, fund projections, and coordination with Project Managers on spending forecasts and budget narratives.
  • Financial Reporting & Tracking: Produce project-level and fund-level financial reports for Project Managers and leadership; maintain detailed tracking for Emergency Major Maintenance funding; support staff reporting on controls and bond financials.
  • Revenue & Cash Flow Monitoring: Ensure timely cash transfers, grant billings, and partner agency invoicing; manage local government funding requests for ODOT match accounts; update Capital Mapping quarterly.
  • Audit & Compliance: Prepare assigned audit schedules (budget variances, construction in progress fund balance reclassification); participate in capital fund overhead rate development as bureau liaison.
  • Systems Administration & Data Integrity: Set up and maintain capital projects, funded programs, and billable internal orders in SAP; partner with data management teams to ensure asset records are consistent across all relevant systems.
  • Fixed Asset Financial Management: Manage the the componentization and capitalization of completed projects, donated assets, dispositions and capital equipment purchases when assets enter service.

Qualifications

The following minimum qualifications are required for this position:

  • Knowledgeof public administration, municipal budget development, and financial analysis and forecasting.
  • Experience preparing clear, concise, and comprehensive technical documents, reports, illustrations, and other written materials for stakeholders with varying levels of financial expertise.
  • Ability to apply Generally Accepted Accounting Principles and auditing standards to capital projects and asset management.
  • Ability to apply analytic and problem-solving skills to independently develop sound decisions, conclusions, and recommendations.
