The Position

Job Appointment: Full time, Regular

Work Schedule: Monday – Friday, 8am – 5pm. Alternate schedule may be available. Occasional work may be required outside of regular business hours to support program operations.

Work Location: 330 S Curry St, Portland. This is a manager position. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects.

About Portland Street Response

Portland Street Response (PSR) is a compassionate, trauma-informed first response agency. PSR is dispatched by the Bureau of Emergency Communications (BOEC) to address mental and behavioral health crises, as well as non-emergency situations involving vulnerable populations.

Position Summary

The Portland Street Response Program Manager leads the City's behavioral health crisis responders who are dispatched via 911/BOEC to respond to community members in behavioral health crises. This high-profile position is responsible for effectively managing PSR and continuing its growth and development as a first response agency in alignment with national best practices. The Program Manager will adeptly manage the day-to-day operations of an emergency public safety agency, including budget, personnel, complex regulatory requirements, policy development against a backdrop of significant public interest in the program.

Essential Responsibilities Include

  • Provide strategic leadership to attract, develop, and retain a diverse, highly competent, service-oriented workforce (including clinical staff) that support the program’s mission, objectives, and service standards.
  • Direct day-to-day program operations, ensuring effective development, implementation, and evaluation of projects, workflows, methods, and systems in alignment with budgets, policies, and regulatory/industry best practices.
  • Represent the program at public meetings; deliver presentations; conduct community outreach; support City leadership; and respond to sensitive inquiries from residents, media, and other stakeholders.
  • Build and maintain strong partnerships with community-based organizations, government agencies, professional associations, legislative bodies, and community members to support program effectiveness and positive client outcomes.
  • Oversee and administer the program budget, including resource forecasting, monitoring revenues and expenditures, recommending adjustments, and presenting financial information to City Council and the public.

Qualifications

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following required minimum qualifications:

  • Bachelor's degree, preferably in behavioral health, organizational development, leadership, or related field; or four (4) years progressively responsible experience managing behavioral health programs, including two (2) years in a supervisory role.
  • Knowledge of licensing and regulatory requirements for behavioral health, emergency medical, and peer professionals.
  • Experience working with first responder agencies, preferably for at least five (5) years.
  • Experience managing multi-disciplinary teams, preferably teams that include licensed behavioral health, emergency medical, or peer professionals.
  • Experience demonstrating effective leadership, operational and strategic planning principles, program evaluation methods, and budget preparation and administration within a mission-driven organization.
  • Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; communicate cross-culturally; apply equitable program practices to diverse and complex services.
