The City of Portland Bureau of Environmental Services (BES) is seeking a Mechanical Maintenance Planner/Coordinator II. The City of Portland values diversity, excellence, and serving our community. The position works in the Bureau’s Operations & Maintenance Group (O&MG) Maintenance Reliability and Asset Management Program and supports the Mechanical programs through asset management practices, including asset creation, maintenance management strategy creation and optimization, as well as Capital Improvement Program (CIP) Projects.

The Coordinator II is responsible for the efficient execution of maintenance, installation and repair work processes to ensure that assets are properly accounted for and maintained to provide effective wastewater treatment to protect public health, water quality and the environment. The position utilizes a computerized maintenance management system (CMMS) in planning and scheduling the activities and work orders for the Bureau of Environmental Services O&MG’s Mechanical Maintenance Program.

What You’ll Get To Do

  • Develop and Document Maintenance Procedures : Establish preventive, predictive, and reactive maintenance procedures for mechanical assets based on equipment manufacturer guidelines, ensuring the desired service levels are met.
  • Asset Management in CMMS : Create and maintain accurate records for new project installations, decommissioned assets, or previously unlisted assets in the Computerized Maintenance Management System (CMMS).
  • Coordinate Rehabilitation, Replacement & Modifications (RR&M) : Plan and oversee RR&M projects, managing both in-house labor and external contractors to ensure timely completion and milestone achievement.
  • Evaluate and Improve Maintenance Strategies : Regularly assess and review existing maintenance programs for assets. Identify areas for improvement, propose solutions to enhance efficiency, mitigate risks, and present findings to technical stakeholders.
    • Expert Stakeholder for CIP Projects : Act as the key technical stakeholder for Capital Improvement Projects (CIP) when project content is focus on treatment plant and pump station assets, providing expertise to the engineering team.
    • Field Troubleshooting and Diagnostics : Foster and engage in troubleshooting activities in the field with the mechanical assets leading to root cause analysis of failures and continuous improvement of the mechanical asset systems.
    • Vendor Collaboration and Risk Mitigation : Conduct site visits and collaborate with external vendors to develop strategies that extend the useful life of assets through effective risk mitigation. This can include condition assessment and performance testing of the mechanical assets that meets applicable code standards.
    • Call-Out Coordinator : Serve as the Call-Out Coordinator on a rotating basis, responding to after-hours calls approximately 3-4 weeks per year.
An ideal candidate will demonstrate through direct or transferable experience:

  • Asset Management & Condition Assessment : Experience in managing and assessing the condition of industrial mechanical assets. Experience applying reliability-centered operations and maintenance practices in an industrial setting.
  • CMMS Expertise : Proficiency in using a Computerized Maintenance Management System (CMMS) for asset tracking and maintenance management.
  • Technical Knowledge : Strong technical knowledge of industrial mechanical systems, including their operation and maintenance.
  • Planning & Organization : Excellent skills in planning, organizing, and prioritizing work to meet deadlines and operational goals.
  • Independent & Teamwork : Ability to work autonomously and collaborate effectively as part of a team.
  • Communication Skills : Strong written and verbal communication skills, especially in conveying technical and mechanical concepts to both technical and non-technical audiences.

Qualifications

Applicants must describe in their supplemental question responses and résumé how their education, training, work experience, and/or lived experience meet each of the following minimum qualifications:

  • Experience in using Microsoft Office and centralized maintenance management systems for asset tracking and work order scheduling.
  • Ability to understand and interpret design and construction documents, such as specifications, mechanical drawings, process and instrument drawings (P&IDs), and design plans.
  • Experience in asset management and reliability-centered operations and maintenance.
  • Ability to coordinate work assignments and to build and maintain professional relationships across various staff members, departments, divisions, bureaus, or agencies.
  • Experience preparing clear, concise records, reports, and other written materials.
