Performs difficult professional and technical project management work leading and managing short and long-term projects involving a solid waste system; does related work as required. Projects will involve making recommended programmatic changes to solid waste operations to ensure that the highest value is being provided to customers at the lowest possible cost. Work is performed under the general supervision of the Office of Solid Waste Director to provide leadership and guidance to the solid waste program consistent with the Strategic Plan. Responsibilities require the frequent use of confidentiality, tact, discretion, initiative, and independent judgment requiring general knowledge of the policies and procedures of the organization and the solid waste program. Facilitates the development of public trust and confidence in the City’s Solid Waste Program.

This position is an Essential classification and is required to report to duty before, during, and immediately after a civil emergency.

  • Keeps the mission, vision and values of the City of Port St. Lucie and the Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Assists the City with the transition of waste haulers by advising on and implementing short-term emergency agreements for new service providers and the long-term Request for Proposals transition plan.
  • Provides analysis to assist with negotiations for solid waste agreements and contract amendments as required.
  • Responsible for developing and monitoring the City’s contracts and agreements related to solid waste collection, disposal, and related special projects.
  • Evaluates new solid waste management options, concepts and ideas for feasibility, and applicability to the City.
  • Integrates innovative solid waste program assignments into viable short and long-term projects as defined in the Strategic Plan.
  • Assists in the preparation of specifications for the bidding of solid waste agreements as necessary. 
  • Develops, plans, and implements the Solid Waste Program's goals and objectives, in support of the Strategic Plan; recommends and administers policies and procedures for the streamlining of services. 
  • Acts as the liaison to the Procurement Department providing all relative information as it relates to solid waste contracts, specifications, memorandums, financial information, timelines, and other information. Prepares any ancillary documents needed to process changes to contracts; ensures procurement process is followed and timelines are met.
  • Composes and drafts a variety of documents including correspondence, reports, agendas, contract documents, budget documents, minutes of meetings, memoranda, lists, schedules, and other written materials including PowerPoint presentations.
  • Other duties as may be assigned.  
1PSL CALL TAKER RESPONSIBILITIES
  • Handles solid waste 1PSL customer concerns/complaints and requests for service or reroutes to appropriate personnel for resolution.
  • Creates, responds, distributes, monitors, and resolves customer service-related matters through the utilization of customer service and work order programs such as 1PSL and other data systems.

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Environmental Science, or a related field required. Five (5) or more years’ cumulative experience in solid waste operations and/or managing complex organizations, systems and employees required. Possession of valid Florida Driver's License and maintenance of clean driving record required.
 
A comparable amount of education, training, and experience may be substituted for the minimum qualifications. 
 
KNOWLEDGE, SKILLS & ABILITIES
  • Considerable knowledge of contract management as relates to the privatization of solid waste collection programs. 
  • General knowledge of the municipal solid waste industry and the ability to apply principles of planning and design of solid waste projects and facilities.
  • Working knowledge of principles of budget preparation and monitoring.
  • Knowledge of construction and capital improvements to infrastructure.
  • Knowledge of bidding and contracting procedures.
  • Advanced knowledge of computer applications including, but not limited to, Outlook, MS Word, Excel, and PowerPoint.
  • Knowledge of the Department's and Division's rules, regulations, policies, procedures and relevant training programs and their content.
  • Considerable knowledge of the economics of solid waste collection as relates to enterprise funding. 
  • Considerable knowledge of education and promotion of solid waste programs and recycling. 
  • Considerable knowledge of office practices and procedures.
  • Ability to prepare written technical reports, estimates, critical path management, construction and costs reports within time constraints.
  • Ability to present project ideas and proposals graphically, orally and in writing to staff, City Council, other governmental agencies and the public.
  • Knowledge of public relations, communications, and public information dissemination principles and tactics; area media outlets; the city organizational structure and the strategic initiatives; and management principles.
  • Knowledge of businesses, community organizations, other local governments, and their efforts. 
  • Knowledge of modern record-keeping and recording methods.
  • Advanced writing, editing, presentation and proof-reading skills.
  • Ability to communicate effectively in writing and orally, persuasively and accurately. 
  • Ability to establish and maintain effective working relationships with staff, consultants, City officials, employees, City Council, and the public.
  • Ability to prepare clear and comprehensive professional decisions in the resolution of department problems.
  • Ability to focus on the positive in every situation. 
  • Ability to stay centered when challenged.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to establish and maintain the trust and confidence of the department and public. 
  • Ability to work under pressure and meet deadlines.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions that may be adverse and extreme (heat, humidity, cold, rain, etc.). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. Duties of the job may require manually sorting through raw garbage for evidence of ownership. 
 
The noise level in the work environment is usually moderate.
