What are the responsibilities and job description for the UTILITIES ENGINEER I position at City of Plantation?
This is a non-exempt position which involves responsible civil engineering work involving the various engineering duties related to the plan review and permitting of Utilities Capital Improvement project, both privately and public-funded.
The employee in this classification exercises initiative and independent judgement within engineering standards and departmental policies. Work is performed under the general direction of the Capital Improvement Administrator and reviewed through observation and adherence to established policies and procedures. Position may report to another assigned supervisor regarding plumbing, environmental and regulatory policies and procedures, administrative or other matters, as directed by the Assistant and Utilities Directors.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time, with or without cause.
Performs Utilities Department review of construction plans, shop drawings and specifications to ensure compliance with applicable Federal, State, County and City codes, ordinances and standards.
Provides engineering and technical review, advice and approval for site plan corrections regarding water and wastewater infrastructure construction design plans.
Performs plan review for franchise utility (FPL, ATT, Teco, Comcast, etc) permits as issued by the Engineering Dept for private utility companies to work within the City’s right-of-way.
Conducts preconstruction meetings with contractors, developers and design professionals for Utilities Capital Improvement Projects.
Reviews and evaluates various Utilities Capital Improvement projects cost estimates.
Interacts with staff from various City departments, engineers, architects, developers, contractors, state and county agencies and the general public regarding relevant Utilities matter and/or inquiries.
Reviews and approves final record drawings/as-builts.
Advanced ability to read construction drawings and as-builts
Considerable knowledge of modern principles, practices and equipment relating to water distribution and wastewater collection systems
Knowledge of Microsoft Office programs (i.e. Outlook, Word, Excel, etc) and other productive software, as well as the ability to quickly and independently learn new
software
Skilled in providing good and proper customer service
Ability to work with minimal supervision
Ability to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions and implement recommendations in support of goals and desired outcomes
Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes
Ability to express ideas and factual information in a clear and concise manner, both orally and in writing

Bachelor’s Degree in Civil Engineering, related field or equivalent; supplemented by a minimum of 3 years of experience in the field of Engineering; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job
