THIS POSITION IS ONLY OPEN TO CURRENT CITY OF PLANTATION BUILDING SAFETY DEPARTMENT EMPLOYEES.
This is a non-exempt position to perform specialized clerical and administrative functions as the Clerk to the Special Magistrate and is responsible for the performance of both confidential and non-confidential varied duties requiring exceptional verbal and written communication skills. This individual assists the Building Code Compliance Coordinator in all aspects of the functions and daily operations of the Building Code Compliance Division. The individual in this position must be detail oriented and able to coordinate actions relating to violations, fines, liens, and the reduction of fines and liens, as well as all other compliance situations. This individual must also demonstrate an understanding of technical/administrative regulations pertaining to the Florida Building Code and must respond to the inquires of residents, property owners, and respondents. As well as work in conjunction with various other departments including: Code Enforcement, City Clerk, Administration, Planning & Zoning, Engineering, City Attorney, and all other departments as needed.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties
Provide administrative support to the Building Code Compliance Coordinator, Code Compliance Inspectors and Special Magistrate.
Work is performed with considerable independent judgment and initiative, but problems of unusual nature are referred to the superior for resolution.
Researches and analyzes data in order to determine property and ownership.
Research involves property appraiser’s website, recorded county records, state division of corporations, etc.
Provide assistance to customers at the front counter, via telephone, and via email regarding status of code cases, and/or violation issues and concerns.
Provide assistance to other administrative staff with questions from residents and property owners regarding Building violation cases.
Create Building violation cases for investigation; properly close Building violation cases that have come into compliance.
Provide research and support to Building Code Compliance Coordinator and Building Inspectors regarding the implementation of new cases and the maintenance of existing open violation cases.
Prepare and distribute all notice of hearings and Special Magistrate Orders to be posted by Inspectors.
Documents communication with customers in designated system to relay to Building Inspectors for proper investigation.
Create and issue notice of violation and all other notices for Special Magistrate hearings pertaining to Building violation cases.
Maintain and update accurate records for Building violation cases including orders from the Special Magistrate, evidence to be submitted at Special Magistrate hearings, and mailing records required by state statute.
Prepares agendas for the Building Enforcement Special Magistrate hearings.
Prepares, issues, and mails all Special Magistrate Orders.
Assist Special Magistrate with inquiries and research on cases.
Serves as Clerk to Special Magistrate.
Confers with City Attorney’s Office on unusual and complex circumstances relating to violations; advises respondents of proper procedure to follow to bring violation case into compliance
Assist respondents with Reduction of Fine process, and complete the scoring summary guideline to determine recommended reduced fine for Special Magistrate’s review and consideration.
File documents and ensures files are kept in order and in detailed fashion.
Demonstrates a polite helpful, and courteous manner when engaged in any activity involving the public.
Performs related work as required.
Typical Qualifications
Knowledge of the current Florida Building Code and other relevant local, state, and federal laws and regulations.
Knowledge of modern offices practices and procedures.
Knowledge of building, planning and zoning, and code compliance concepts.
Knowledge of Florida Statutes Chapter 162.
Knowledge of legal procedure related to the enforcement of regulations and codes.
Knowledge of the City codes, regulations, rules and procedures, and administrative practices relating to Compliance procedures.
Knowledge of modern office principles and procedures.
Skill in using MS Word, Outlook, and Excel.
Skill in working in a centralized office, maintaining a high level of accuracy and efficiency with numerous interruptions.
Skill in verbal and written communications including experience in preparing reports and keeping accurate records.
Ability to learn systems used by the City for code compliance.
Educates customers in code compliance process and explains actions required.
Interacts and consults with a variety of individuals and groups in the performance of job responsibilities including City personnel in various Departments, outside agencies, property owners, business owners, etc.
Education and Experience
High school diploma or equivalent; supplemented by a minimum of 3 years of related experience; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job
Work Environment
Work is performed in an office environment and Special Magistrate Hearings.
