Vision Zero Coordinator

Position Summary

This position plays a key role in advancing the Department of Mobility and Infrastructure’s mission to ensure safe, accessible, and sustainable streets for all users. Vision Zero is a global strategy aimed at eliminating all traffic-related fatalities and serious injuries. Under the direction of the Deputy Director, this position will oversee interagency coordination and program and policy development consistent with the City of Pittsburgh’s Vision Zero commitment. This position will work closely with a diverse group of partners and stakeholders, including the Department of Public Safety (DPS), Department of Public Works (DPW), Office of Management and Budget (OMB), PennDOT District 11-0, PennDOT Central Office, elected officials, community advocates, and members of the public. The ideal candidate will be skilled at soliciting input from a broad range of stakeholders and translating that feedback into actionable programs and policy initiatives that move the City closer to zero traffic fatalities and serious injuries. This individual should have experience implementing educational campaigns, developing and maintaining stakeholder communication networks, conducting program research, analysis, and evaluation, and assisting in the development of policy and strategic direction.

Qualifying Requirements

Your work experience and education/training will be evaluated to determine if you meet the qual ifying eligibility requirements listed below for this position . You will receive notice of your eligibility status.

• WORK EXPERIENCE: The application must clearly show two (2) years of full-time work experience in Planning, Construction Management, Utility Coordination, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)
• EDUCATION/TRAINING: The application must clearly show a Master's Degree from a fully accredited institution in Planning, Urban Design, Engineering, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
• EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

POSITION DUTIES

Responsibilities

The following duties and responsibilities are intended to be representative of the work performed by the employee in this position but are not all-inclusive. The ideal candidate will:

• Have experience convening applicable stakeholders for a fatal crash response team.
• Develop and implement public education campaigns to advance roadway safety in Pittsburgh to target audiences.
• Assist in the development of policies that promote roadway safety at the local, state, and federal levels.
• Lead process improvements to strengthen interagency coordination related to sharing safety and crash data and installing or maintaining roadway safety treatments.
• Develop standard operating procedures (SOPs) for the Vision Zero program, including project selection, public outreach, communications, funding, and other key program elements.
• Lead the City’s Community Ambassador Program.
• Develop and deliver presentations on Vision Zero efforts and projects to stakeholder groups, elected officials, and the public.
• Build and maintain meaningful relationships with stakeholders, cultivating leadership and collaboration within stakeholder groups.
• Serve as a liaison between the Department of Mobility and Infrastructure (DOMI) and partner organizations; participate in decision-making processes; and ensure coordination of activities and investments.
• Manage existing Vision Zero subcommittees and support the formation of new ones as needed.
• Lead or co-lead special infrastructure or enforcement projects directly related to VZ.
• Communicate technical transportation concepts to non-technical audiences.
• Attend field meetings as requested or required.
• Identify and pursue non-traditional funding sources to support VZ efforts.
• Maintain records, either manually or through automated systems, and prepare accurate reports, correspondence, etc. as requested or required
• Work evenings or weekends as required or requested.
• Deliver presentations at commission and Council meetings as required or requested.
• Direct the work of lower-level staff as assigned.
• Perform activities and functions of related lower-level personnel as assigned or required.
