Qualifying Requirements

- WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in data analysis, GIS, research, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a Master's Degree from a fully accredited institution in Planning, Urban Studies , Information Science, Economics, GIS or a r elated field . (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

- Conducts research and prepares statistical reports on land use, physical, social & economic issues.
- Creation of databases and metrics for internal and external audiences on planning-related data.
- Development, maintenance, and display of metrics from the City’s Comprehensive Plan and other plans created by the Department.
- Producing data-driven analysis and reports that summarize trends with useful data and insights for the Department and the City.
- Researches best practices and policies of municipal governance in relation to land use planning, and where appropriate, drafts memos summarizing findings and recommendations and assists in their publication.
- Provides data and information for presentations, newsletters, grant applications, and other work.
- Undertakes the collection, pre-processing, cleaning and analysis of data for the Department.
- Works closely with the Data Engineering practice within I&P and key Department stakeholders in order to support analytics projects for the Department.
- Maintains map inventory, edits and updates GIS data sets, and sets standards and best practices for the Department in coordination with the Department of Innovation & Performance (I&P).
- Researches, prepares, edits, and updates graphics, reports, applications, and documents for display and/ or publication through automated methods.
- Designs and produces digital and hardcopy maps for employees of the Department and the public.
- Presents information using data visualization techniques and conducts geospatial analysis using GIS. Constructs and update 3D models, imports and exports 3D objects in GIS.
- Pulls data and works in Accela, OneStopPGH, Cartegraph, and other City databases.
- Works with other staff to make efficiency improvements to DCP standard operating procedures, systems, software, etc.
- Develops style guidance for analytic project presentation and visualization.
- Undertakes fieldwork data collection when needed.
- Maintains records and prepares accurate reports, correspondence, legislation, etc., utilizing word processing, database, and spreadsheet software applications.
- Performs activities and functions of related positions and other tasks/duties as assigned or required.
