Position Summary

The Business Relationship Manager serves as a strategic technology partner to City departments, helping modernize City operations through thoughtful planning, strong relationships, and the effective use of technology, data, and process improvement.

Working at the intersection of departmental operations and the Department of Innovation & Performance, the Business Relationship Manager develops a deep understanding of assigned departments’ services, workflows, challenges, priorities, and technology needs. They help departments translate operational problems into clear requirements, identify practical solutions, and navigate City technology governance, procurement, implementation, and change management processes.

The Business Relationship Manager acts as a trusted advisor, technology strategist, and cross-functional project leader. This role helps ensure technology investments align with Citywide priorities, make effective use of existing enterprise systems where possible, improve service delivery, and create measurable value for City employees and residents.

This role is well-suited for someone who enjoys learning how different parts of government work, building relationships with technical and non-technical teams, and helping people use technology to solve real operational problems. The ideal candidate is a strong communicator and self-starter who can ask thoughtful questions, make sense of unclear needs, build trust, and drive work forward across teams without always having formal authority.

  • A current, valid Pennsylvania Class C Driver's License is required prior to appointment and must be maintained throughout employment. Qualifying Requirements

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email

WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in account management, project management, and/or business analysis within an information technology (IT) environment. Direct working relationships with executives related to communications, project management, or other professional-level responsibilities in a large organization with multiple constituencies and shifting priorities (such as government, large non-profit, or business) is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The applicant must clearly show a Bachelor’s degree in Information Technology, Public Policy & Management, Business Management, or a related field.Master's Degree preferred. ( See NOTE under General Application Requirements regarding education/training verification.)

EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position based on the sum of work experience and education/training listed above. ? The Total Qualifying Requirement is six (6) years. ( See NOTE under General Application Requirements regarding education/training verification.)

POSITION DUTIES

  • Serves as the primary strategic technology partner for an assigned portfolio of City departments, building trusted relationships with department leadership, managers, staff, technical teams, vendors, and other stakeholders.
  • Develops a working understanding of assigned departments’ operations, services, business processes, technology needs, pain points, and strategic priorities.
  • Helps departments identify opportunities to modernize operations through technology, data, process improvement, automation, digital services, and improved service delivery.
  • Facilitates discovery sessions, stakeholder interviews, workshops, and working meetings to translate unclear needs into problem statements, business requirements, project concepts, scopes of work, success measures, and implementation plans.
  • Partners with departments and I&P teams to develop technology roadmaps that align departmental priorities with Citywide technology strategy, enterprise systems, cybersecurity standards, and available resources.
  • Helps departments determine whether existing City systems, enterprise platforms, or I&P services can meet business needs before pursuing new software or technology purchases.
  • Supports technology governance and procurement activities, including project intake, business case development, RFP/RFI support, requirements documentation, vendor demonstrations, evaluation criteria, and implementation planning.
  • Coordinates cross-functional work across I&P teams, partner departments, vendors, and other stakeholders to advance approved projects, resolve issues, and clarify roles, timelines, dependencies, risks, decisions, and next steps.
  • Serves as an escalation and communication point for assigned departments when high-priority needs, service concerns, or project risks require coordination across I&P.
  • Researches emerging technologies, government best practices, and peer-city examples that may improve City operations.
  • Documents needs, decisions, risks, roadmaps, status updates, and project outcomes to assess whether initiatives are creating value for City employees and residents.
  • Participates in Innovation Team and I&P initiatives and contributes to shared team goals.
  • Performs other related tasks and duties as assigned or required.
