Brief Description

The City is offering a Sign-On Bonus for Public Works Operations positions: $500 with first paycheck and 2% of gross earnings during first year of employment at first anniversary.

Job SummaryUnder regular direction and in compliance with standard operating procedures and policies, performs a variety of technical and skilled duties in the restoration, rehabilitation, maintenance, repair, and inspection of the City’s wastewater system. Operates a variety of light and heavy equipment, as well as hand tools in performance of job duties. Installs new wastewater pipe where old existing pipe has failed. Operates combo trucks in the preventive maintenance of the sewer collection system. Performs confined space entry and trenching and shoring operations. Assists in the operation of video equipment, computer programs, and electronic diagnostic equipment to complete assessments of public wastewater lines. Assists in leading a crew, fills-in during the absence of the immediate supervisor and assists in the oversight and training of less experienced employees. Operates heavy equipment such as backhoe, trackhoe, etc. in performance of job duties. Participates in after-hours on-call duty requiring working after normal working hours and holidays to resolve emergency situations. Supports inclement weather operations (i.e., snow and ice) by operating specific pieces of equipment such as sanders, loaders, and plows. Identifies, removes and/or reports potential safety hazards. Subject to on-call availability and overtime. May be required to work special events after hours as needed.

Job Duties

  • Complete Wastewater Repair/Inspection and Preventative Maintenance Work Orders: Operate dump trucks for hauling material and equipment to job sites. Operate a variety of light and heavy equipment, as well as hand tools in performance of job duties. Assist in the operation of video equipment, computer programs, and electronic diagnostic equipment to complete assessments of public wastewater lines. Install new sewer pipes and repair old pipes as assigned. Perform preventative maintenance on main lines using jetter combo trucks. Perform confined space entry and trenching and shoring operations. Raise sanitary sewer manholes to grade. Use tripod, winch, gas detectors, and harness in performance of job duties. Operate jack hammer to remove asphalt and debris. Remove old manhole ring and cover. Install metal plates or replace with new ring and cover. Level new ring and cover to street pitch. Tamp new asphalt into hole. Clear rights-of-ways and check creek crossings. Clear rights-of-ways for access to wastewater mains for maintenance or repairs. Perform creek crossing inspections and cleaning of creek crossings as needed. Assist in leading a crew, fill in during the absence of the immediate supervisor and assist in the oversight and training of less experienced employees.

  • Provide Emergency Response On-Call: Participate in after-hours on-call duty requiring working after normal hours and during holidays to resolve emergency situations to include, assisting in running heavy equipment to dislodge blockages in sewer pipes.

  • Support Inclement Weather Operations: Work outside of regular schedule, throughout inclement weather conditions (i.e., snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.

  • Ensure Workplace Safety: Proactively identify, remove and/or report potential safety hazards. Take steps to address, remove, or report hazardous conditions or items. Comply with City, state, and federal safety procedures and protocols in the performance of job duties. Ensure equipment and property safety.

Qualifications

Job Requirements

  • High school diploma or equivalent.
  • Over two (2) years of experience in a public works, utility, or construction field.
  • Confined Space Certification, Trenching and Shoring Certification, Competent Person Safety Certification, and Traffic Control training within six (6) months of employment.
  • FEMA ICS 100, 552, and 700 within three (3) months of employment.

Driver's License Requirements

  • Valid South Carolina Class B CDL at hire, or the equivalent CDL from their state of residence.
  • Valid South Carolina Class A Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence.
  • Valid South Carolina Class A CDL with air brake provision and tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence.
  • Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state’s Department of Motor Vehicles at the sole cost of the employee.

Performance RequirementsKnowledge of:

  • Safe equipment operating practices/procedures.
  • Proper inspection and safe operation of CDL vehicles.
  • Department of Transportation work zone safety measures for traffic control.
  • Confined space equipment set-up and trenching and shoring safety equipment.

Ability to:

  • Complete wastewater repair work orders.
  • Assist in the operation of video equipment.
  • Participate in after-hours on-call duty requiring working after normal hours and during holidays to resolve emergency situations.

  • Operate larger CDL equipment such as dump trucks, jet rodder combination truck, asphalt repair trucks, etc.
  • Operate heavy equipment such as backhoe, trackhoe, etc.
  • Utilize tripod, winch, gas detectors, and harness.
  • Work cooperatively with others in order to achieve results.
  • Lead others in the performance of shared responsibilities in the absence of the supervisor.
  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
  • Operate snow and ice equipment during inclement weather.
  • Establish and maintain effective working relationships with co-workers, supervisors, and the public.
  • Read, understand, and follow equipment operating manuals, Safety Data Sheet (SDS), policies, and other reference materials.
  • Read and understand maps in multiple formats, as well as orient locations.
  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
  • Write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.
  • Operate tamps, saws, mixers, shovels, forklift, rollers, pipe laser, level, grade rod, tape measure, various hand and power tools, jack hammers, and video equipment.
  • Use a smart tablet, portable radio, phone, or other communication devices.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include work management system, computer programs, electronic diagnostic equipment, and mapping system.
