Brief Description
Job SummaryUnder general direction and in compliance with standard operating procedures and policies, supervises the construction and repair of the stormwater system throughout the City. Plans the days’ objectives, supervises ongoing projects, checks the system for needed repairs, talks to customers, and investigates requests. Monitors work management system for new and/or existing work orders or requests; enters data into system as needed. Supervises crews during emergency operations to include ice/snow events. Exhibits proficiency in the operation of all Public Works’ heavy equipment and vehicles. Completes paperwork to include foreman’s reports, weekly training sessions, and vehicle inspection reports. Assists with special projects and events. Supports inclement weather operations (i.e., snow and ice) by operating salt spreaders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Subject to on-call availability and overtime.

- Oversee & Assist in Stormwater Operations: Ensure job site is set up correctly and all necessary materials and equipment are available on site when needed. Confirm proper safety precautions are adhered to for each job site. Assign job tasks to crew members. Use blueprints to shoot grades with transit and set up pipe lasers. Consult with engineers on what type of structures are to be installed. Lay out elevations and dimensions of boxes and assist in laying of block and brick. Operate equipment when needed. Inspect finished product and ensure specifications are met. Construct boxes using engineered drawings and specifications to include specific elevations/grades. Install and clean sewer lines. Form and pour concrete sidewalks, curbs and gutters. Coordinate work with other departments.
- Supervise Assigned Personnel: Supervise assigned staff, including setting performance expectations and standards and prioritizing and assigning work. Write and conduct performance evaluations. Ensure staff provide the highest level of customer service to both internal and external walk-in and phone customers. Ensure staff development and training. Ensure staff compliance with departmental and City policies and procedures. Coach, mentor, and counsel assigned employees and as appropriate provide discipline consistent with Human Resources policies. Maintain a safe work environment and report any workplace accidents in a timely manner. In coordination with Human Resources, review and update job descriptions.
- Provide Customer Service: Meet with customers to handle concerns. Explain to property owners the scope of work to be performed and the time it will take to complete. Conduct follow-up meetings with property owners to ensure work was performed to their satisfaction.
- Perform Administrative Responsibilities: Utilize internal system to create, complete, and close out work orders. Draw up as-builts for completed jobs. Complete reports such as Foreman’s Reports, Vehicle Inspection Reports, and weekly training sessions.
- Supervise During Inclement Weather Incidents: Take a lead role in the City’s operations during inclement weather. May be responsible for providing supervision and direction to other departmental personnel. Operate salt spreaders, loaders, snowplows, and brine units. Clean up sidewalks.
Qualifications
Job Requirements
- High school diploma or equivalent.
- Over four (4) years of experience in Public Works, utility, or construction field with at least one (1) year in a lead role.
- Confined Space Certification, Trenching and Shoring Certification, Competent Person Safety Certification, and Traffic Control Training within six (6) months of employment.
- FEMA training and certifications ICS 100, ICS 200, IS 552, ICS 700, and ICS 800 within three (3) months of hire.
- Certified Erosion Prevention and Sediment Control Inspector (CEPSCI).
- Valid South Carolina Class D Driver's License at hire.
- Valid South Carolina Class B Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence.
- Valid South Carolina Class B CDL with air brake provision and tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence.
- Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state’s Department of Motor Vehicles at the sole cost of the employee.

- Establish and maintain effective working relationships with co-workers, supervisors, and the general public.
- Read equipment operating manuals, Safety Data Sheet (SDS), construction documents, plans, blueprints, policies, and other reference materials.
- Read and understand maps in multiple formats, as well as orient locations.
- Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
- Operate snow and ice equipment during inclement weather.
- Operate smart tablet, portable radio, phone, or other communication devices.
- Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
- Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
- Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
- Utilize specialized software and systems to include work management software.
