This position is the Director of our Building Development division with a staff of 16 people. The Building Development Director also serves as the Building Official for the City of Pinellas Park.

Under general direction, plans, organizes, supervises and directs administrative and professional work to secure and optimize operational efficiency and provide City services under the purview of the Building Development Division. Manages the development and implementation of City policies and procedures to ensure compliance with Florida Building Code (FBC), local codes and ordinances, and state and federal laws.
EXAMPLES OF DUTIES:
- Develops and implements goals, objectives, policies, priorities, annual budget, and operating procedures related to the Building Development Division. Provides daily guidance and direction to subordinate staff in the provision of services; oversees the review and issuance of building permits; oversees operations of the Business Tax Receipts Program; prepares and presents items before the Council at both workshop and City Council meetings, such as rewriting ordinances; and involves self on boards. Maintains involvement with different conferences, state regulatory updates, and committees regarding certain City projects.
- Supervises division personnel and performs administrative tasks to include interviewing and hiring, payroll, performance reviews, carrying out preventive and corrective actions, and providing professional development opportunities or guidance to staff as needed; ensures employees are properly trained and certified; solves problems as they arise. Works alongside the Building Code Administrator(s) to make final code interpretations. Serves as a member of a high performing, cross-functional work team and assists with or assumes responsibilities as needed in all other areas of the Community Development Department.
QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university with a major in design, construction, engineering, public administration or related field with five (5) years’ work experience in lead or supervisory role.
- Requires at least five (5) years of verifiable experience overseeing building permit processes alongside building code interpretation, plan review oversight, and/or inspection coordination.
- Building Code Administrator certification preferred.
- Work is primarily sedentary however requires regular travel in and around the City and Pinellas County; frequent meetings and events at unusual hours and days requiring flexibility.
- Requires use of computers, voice and electronic communications systems.
- Occasionally requires climbing of ladders, inspecting confined spaces, and the ability to lift/carry up to 30 pounds.
- Requires a valid Florida driver license.
