THIS POSITION REPORTS TO: SHIFT SUPERVISOR (Lieutenant / Sergeant)
SUMMARY:
· Performs all patrol functions.

· High school diploma or GED equivalent
MINIMUM TRAINING AND EXPERIENCE:

LANGUAGE SKILLS:
· Must be able to speak the English language fluently. Possess an ability to read and write. Understand and follow written and oral instructions.
MATHEMATICAL SKILLS:
· Add, subtract, multiply and divide whole numbers and fractions.
PHYSICAL DEMANDS:
· Must maintain physical condition in accordance with Picayune Police Department standards.
· While performing the duties of this job, the employee is frequently required to sit and walk, talk, and hear, taste and smell. The employee is frequently required to use their hands to finger, handle and feel objects, tools, and controls, and to reach with hands and arms, climb, balance, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include, but are not limited to, close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
WORKING CONDITIONS:
· Must be able to work and adapt to a variety of emergency and non-emergency situations.
WEAPONS:
· Must meet the Picayune Police Department Firearms Qualification upon employment, at the state academy and quarterly thereafter.
OTHER REQUIREMENTS:
· Achieve the ability to assume the duties of Patrol Supervisor
· Must successfully complete the state of Mississippi Post Certification Course within two years of employment including physical fitness and academic tests. This will be a successful completion of 400 hours of police knowledge.
· Must successfully complete any other assigned training and/or educational course.
· Must score at least an average of satisfactory in performance evaluations which shall be conducted semi-annually on all job elements using the following rating schedule:

Marginal
Satisfactory
Very Good
Excellent
· An unsatisfactory rating for two successive evaluation periods shall be grounds for demotion or dismissal.
DESCRIPTION OF RESPONSIBILITIES AND DUTIES:
The individual assigned to this position shall:
· Report promptly at the designated time and place in proper uniform for assignment and inspection; listen attentively to orders and instructions of superior officers and read such materials as are made available to them; make written memoranda of information as necessary and immediately proceed with patrol duty upon completion of these tasks.
· Be responsible for the accomplishment of the police mission; constantly be alert for violation of the law and make every effort to prevent breaches of the peace and offenses against persons or property; be held accountable for crime, accidents, disorders, and other criminal conditions that come or should come to the attention of the officer.
· Be thoroughly familiar with the Picayune Police Department rules and regulations, general and special orders and policies and procedures. To this end, officer shall direct any questions regarding the above to a superior officer and shall continue to do so until the question is properly answered.
· Carefully investigate all complaints that come to their attention. Suitable action shall be taken in such cases and interested parties shall be suitably informed on the laws relative to the complaint or incident.
· Be responsible for preliminary investigation of all crimes. At the scene of major crimes, shall be subject to the directions of higher department authority. The first officer at the scene, after it has been established that the perpetrator is no longer present, will begin the preliminary investigation.
· Take notice of and report all leaking water pipes, gas mains or sewers, all defective street/traffic lights, and all traffic signs, U.S. mailboxes, power/telephone lines that need repair. Any defect of public service installations or any dangerous conditions of streets, sidewalks, city property or other property likely to prove dangerous to the public shall be immediately reported to a superior as shall the presence of any litter, garbage, ashes, dead animals, or any other offensive matter found in public.
· After roll call, proceed without delay to his/her designated beat or area of assignment. While on duty, not leave his/her post or beat except in the case of legitimate police emergency. If a police officer is obligated to leave his/her post temporarily on police business, he/she will notify the police dispatcher when he/she leaves and returns.
· Be responsible for the proper use and care of department motorized equipment assigned to him/her while in his/her custody and will not allow any unauthorized person to ride therein or thereon.
· Inspect assigned patrol unit prior to going on his/her post and should mechanical difficulty be noticed; an immediate report will be rendered in writing to his/her immediate superior officer. A patrol officer assigned to such duty will be responsible for the proper care of any vehicle assigned.
· Familiarize him/herself with the rules and regulations of the Federal Communications Commission and be subject to the provisions of the same due to being assigned to radio equipped vehicles. He will conform to the radio procedure prescribed for departmental use by the Chief of Police.
· Refrain from lengthy conversations, personal and irrelevant messages over radio equipment. The use of car-to-car radio will be held to a minimum.
· If it is found necessary to be absent from the confines of his/her designated area during his/her tour of duty for any legitimate purpose, not connected with police work, will first seek permission from his/her watch commander either directly, by telephone, or by other means. He/she will give the reason for his/her absence, the probable length of the absence and intended destination. Upon receiving approval, the officer will then notify the radio dispatcher.
· Patrol his/her beat constantly during the tour of duty. Upon reaching the area of his/her patrol, the officer will immediately make a complete tour of the beat and inspect every accessible place of business. During his/her patrol, the officer will vary the route of patrol to prevent characters of ill-repute from establishing a knowledge of the officer’s patrol pattern and the officer will recheck frequently all locations that require police attention. Except for police purposes, a beat patrol officer will not conceal him/herself from public view nor will the officer use any public or private conveyance to patrol his beat.
· Notify or cause to be notified his/her immediate superior/radio dispatcher should he/she require relief from duty due to sickness or injury.
· See that places of business in their beat are properly secured and examine for break-ins and acts of vandalism.
· Within his/her beat, note, without intruding on the privacy of individuals, the habits, actions or other characteristics of people and businesses to be able to furnish information regarding them when it is a necessary requirement in any other police function.
· Not have in his possession, without written consent of his commanding officer and the chief, a key to any premises in or near his beat.
· Acquire a thorough knowledge of all criminal laws, ordinances, and traffic regulations of which this department takes cognizance, and all the elements that constitute violations thereof.
· Particularly direct and expedite the flow of traffic while assigned to traffic control duty.
· Note instances of recurring traffic violations or trends which he/she considers dangerous to the general welfare of the public and, in his/her opinion, requires special treatment or additional manpower. He/she will refer such notations to his/her commanding officer or immediate supervisor.
· Take such actions as he/she deems advisable which is consistent with departmental policy, good police work and common sense, such as to instruct, warn or arrest violators. He/she will not show favoritism in any manner.
· When it is necessary to warn or correct a person for a slight infraction of traffic regulations, do so in a firm but brief civil manner, without obstructing the flow of traffic or creating a traffic congestion.
· Become proficient in effective police report writing and document all incidents as required.
· Maintain a notebook with daily entries about wanted persons, stolen vehicles, etc.
· Be courteous, polite, and always conduct him/herself in a professional manner.
· When relieving an officer on duty, ask about the activity in his/her assigned area and he/she shall in return inform the oncoming officer of any event that has occurred.
· Make required court appearances including municipal, justice, and civil, federal or any other procedure as subpoenaed.
· Make suspect contacts and cultivate sources of information that will aid in the solution of offenses/juvenile acts of the department to arrest law violators.
· Have knowledge of the city. Every member of the department will familiarize themselves with the geography of the city, including routes of public transportation, offices, and stations, prominent or important. Office buildings, large industrial plants, a commercial establishment, and such other information as may be desired be superiors from time to time.
· Maintain the proper chain of custody with all evidence properly marking such for identification.
· Conduct community policing for their beats which consists of crime prevention activity, walk, and talk with the neighborhood and business.
· Serve warrants as issued by the courts.
· Conduct drug violation arrests, through surveillance, generating information for probable cause to arrest or execute search warrants.
· Attend in-service training classes as instructed to do so.
· Participate in physical training so as to reduce work-related illness or injuries.
· Receive and handle complaints making reports on same as necessary in a timely manner.

· Communicate in writing what occurred in an incident precisely and concisely.
· Learn how to complete department forms in a precise manner with some instructions.
· Use a basic knowledge of grammar, spelling, and punctuation to properly write and complete reports as used by the city of Picayune Police Department. Insure that the narrative is clear and intelligible.
· Listen to speakers of many varied backgrounds, hear and comprehend instructions or information given. He/she must listen and interpret orders communicated orally by superiors.
· Understand written materials used by police officers.
· Pay attention to details and make full use of his/her abilities to observe subtle distinguishing features in a situation relevant to police work.
· Be able to recall information, e.g., names, address, faces, statutes, codes, policies and procedures, regulations, laws, etc. He/she must use their ability to remember faces and facts associated with those faces. Including ability to remember communications codes and uses them when appropriate.
· Assimilate and comprehend various facts in a situation (such as finding common elements) to come up with a solution. Can observe scene and determine what are potential causes of an incident and analyze a scene and make a judgement regarding what occurred.

· Perform all physical activities required on the job such as jumping a fence, chasing a suspect, being coordinated, restraining a subject, dragging a body, driving a vehicle at high speed, and firing a weapon.
· Maintain the confidentially of all information gained in day-to-day operations in accordance with the law and the City of Picayune Police Department Regulations.
· Inform supervisor of any circumstances or situations that might affect the normal operation of the department.
· Not release any information about other members/employees as to address, phones, etc.
· Establish and maintain effective relationships with co-workers and public.
· At all times in official dealings with citizens and members of the department, be objective or otherwise be cooperative, courteous, patient, prompt, efficient, and accurate.
· Not divulge any information of the doings of the department intentionally, unintentionally or by idle gossip. Prohibited from removing, taking, or carrying away from the premises any record police report, or written communication without the permission of the commanding officer.
· Perform other duties as required by the Chief of Police or a superior officer.
