About This Position
The Street Transportation Department is seeking a motivated and dedicated individual to join a diverse, hands-on team as an ITS Engineering Analyst (Traffic Engineer II). This position involves the application of professional traffic engineering and intelligent transportation systems (ITS) knowledge, including skills in a wide variety of engineering functions that will assist in developing our traffic signal infrastructure. The position is in the Traffic Services Division, Arterial Systems Management Section.
The ITS Engineering Analyst (Traffic Engineer II) will use and apply professional traffic engineering knowledge and skills to independently analyze, assess, and aggregate data, conditions, and systems to plan, execute, and manage traffic signal retiming programs. This role will also assist in developing and implementing strategies for improving arterial traffic flow and safety, including developing system performance measurement tools, preparing standard operating policies/procedures, evaluating ITS equipment, deploying and managing emerging technology systems, coordinating with regional agencies, and providing ITS engineering support to the Traffic Management Center and Traffic Signal Shop. The ITS Engineering Analyst (Traffic Engineer II) will interact professionally and proactively with internal and external stakeholders to ensure seamless mobility services. The Traffic Engineer II will supervise one Traffic Engineer I.
IDEAL CANDIDATE
Pay Range: $80,454.40 to $118,872.00 annually.
Hiring Range: $80,454.40 to $97,780.80 annually.

IDEAL CANDIDATE
- Understanding of data analytics and data aggregation.
- Thorough knowledge of transportation/traffic/ITS engineering principles and strategies.
- Good organizational skills, detail oriented, and ability to manage multiple priorities within specific timelines.
- Ability to work independently and under pressure, carry out tasks through to completion, and be willing to work outdoors.
- Good communication skills and the ability to exercise good judgment, courtesy, patience, and tact in public contact and in problem resolution.
- Familiarity with emerging technologies, including connected and automated vehicle systems, smart detection systems, machine learning systems, emergency vehicle preemption (EVP)/transit signal priority (TSP) technologies, etc.
Pay Range: $80,454.40 to $118,872.00 annually.
Hiring Range: $80,454.40 to $97,780.80 annually.

Minimum Qualifications
- One year of experience performing entry level traffic engineering work.
- Bachelor's degree in engineering, including courses in traffic engineering or highway engineering.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- Working irregular hours, weekends, holidays, and evenings may be required.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
- Two years of supervisory experience.
- Engineer-in-Training (EIT) Certificate, or Professional Engineering (PE) license from any U.S. state, with the ability to obtain Arizona licensure within six months of hire.
- Experience in/with:
- Programming traffic signal controllers.
- Working in a traffic management center (TMC).
- Using traffic modeling software, such as Synchro, VISSIM, or WaySync.
- Calculating, programming, and troubleshooting traffic signal timing and operations.
- Intelligent transportation systems (ITS) applications and technologies, including Advanced Transportation Management Systems (ATMS).
- GIS, application development/interface, system integrations, data management, Python scripting, network architecture, etc.
