The City of Phoenix, Information Technology Services (ITS) Department provides enterprise-wide IT and supports departments' business solutions. The ITS Department is seeking Information Security Technical Writer and Documentation Specialist (IT Service Specialist) to join the Cyber Strategy and Planning team within the Information Security Office Division.

The Information Security Technical Writer and Documentation Specialist plays a key role in supporting the City of Phoenix Information Security program. This position is responsible for developing, maintaining, and revising information security policies, standards, procedures, technical documentation, reports, training materials, and communication assets across multiple digital channels to ensure information remains accurate, consistent, compliant, and aligned with organizational requirements. The Information Security Technical Writer and Documentation Specialist must be able to translate complex cybersecurity and technical concepts into clear, accessible, and user-friendly content for City staff and Phoenix residents as it supports both internal and external communications. This role works closely with management, engineers, technical staff, and subject matter experts to gather and interpret technical information related to security technologies, services, and operational processes.

The IT Technical Writer and Documentation Specialist is responsible for researching industry standards, regulatory requirements, and security frameworks to inform the development of organizational policies and documentation. This role coordinates, tracks, and manages documentation deliverables to ensure timely completion of operational commitments. Additionally, this role will maintain documentation templates, style guides, and version control practices to uphold consistency, accuracy, and quality across all organizational materials. This role requires a candidate that demonstrates strong independent initiative, exceptional collaboration skills, meticulous attention to detail, and the ability to anticipate operational questions, business impacts, and user needs within a large and diverse municipal environment. This position will report to the Cyber Strategy & Planning Manager.

Telework Work Eligibility, Conditions, And Requirements

  • This position is eligible for a hybrid telework schedule of up to five days per week after the first 90 days of employment, contingent upon performance, attendance, and approval from the Chief Information Security Officer (CISO).
  • The role requires flexibility to attend in person meetings or trainings at a designated City work location as operational needs arise. This may include midday, or same day requests to report onsite as operational needs arise.
    • Preference will be given to candidates residing locally or within the state of Arizona; however candidates willing to relocate by the time of hire are also encouraged to apply.
IDEAL CANDIDATE

  • Proficiency with Microsoft Office products, including Word, PowerPoint, Excel, and Visio.
  • Familiarity with information security frameworks and standards such as NIST, CIS Controls, ISO/IEC 27001/27002, and PCI DSS.
  • Possesses advanced expertise in technical writing, editing, proofreading, and industry-standard documentation practices.
  • Demonstrates working knowledge of end-to-end documentation lifecycle management, including version control, formatting standards, and style consistency.
  • Maintains a solid understanding of information security terminology, governance principles, operational processes, and recognized security standards.
  • Ability to apply business communication principles and professional correspondence best practices.
  • Exhibits strong research and analytical capabilities, including source validation and information verification techniques.
  • Communicates complex technical and cybersecurity concepts clearly and effectively to both technical and non-technical audiences.
  • Possesses strong organizational skills with the ability to manage multiple assignments, competing priorities, deadlines, and deliverables within a fast-paced environment.
  • Builds effective, collaborative working relationships with technical teams, leadership, and business stakeholders.
  • Translates complex technical and cybersecurity subjects into clear, user-focused documentation and guidance materials.
  • Demonstrates exceptional attention to detail, ensuring accuracy, professionalism, and consistency amid evolving operational demands.
  • Adapts quickly to shifting priorities, emerging issues, and changing business requirements.
  • Works independently while contributing effectively within a collaborative team setting.
  • Produces high-quality documentation aligned with organizational standards, strategic objectives, and business needs.

SALARY

Pay Range: $69,201.60 to $97,364.80 annually.

Hiring Range: $69,201.60 to $88,316.80 annually.

Minimum Qualifications

  • One year of experience using information technology desktop tools and/or business applications and/or systems analysis.
    • Or completion of a designated training program.
    • Or graduation from a recognized technical/programming school or junior college.
  • One year experience in customer service.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Three or more years of professional technical writing, editing, or documentation experience within enterprise environments.
  • Two or more years of experience supporting information security, information technology, governance, risk, and/or compliance programs.
  • Experience with/in:
    • Documentation lifecycle management, including version control, formatting standards, and style consistency.
    • Developing, maintaining, or revising information technology and information security policies, standards, procedures, and operational documentation.
    • Supporting enterprise governance, compliance, audit, risk management, or information security initiatives.
    • Microsoft SharePoint, including document management, collaboration, and content publishing capabilities.
    • Proving support to large enterprise, municipal, government, or highly regulated environments.
  • Security , CISSP, or other nationally recognized information security certifications are preferred.
  • Bachelor's degree in Computer Science, Information Technology, Engineering, Mathematics, Communications, Technical Writing, or a related field are preferred.
